The Housing Inspector performs Housing Quality Standards (HQS) and other inspections of residential dwelling units receiving assistance under several different housing assistance programs. Inspectors perform inspections for dwelling units managed by other housing agencies. The Housing Inspector is a non-exempt position.

Primary Job Responsibilities

Housing Quality Standards Inspections

  • Perform initial, annual and special inspections of dwelling units in accordance with HUD’s Housing Quality Standards (HQS)
  • Explain inspection results and consequences of failed inspections, including abatement of HAP payments and program termination, to landlords and tenants
  • Coordinate the scheduling of inspection and re-inspection appointments with Housing Specialists, Real Estate Agents, and Contracted Agencies
  • Perform move-out inspections of dwelling units vacated by supportive housing program participants
  • Explain damage claim and vacancy loss procedures to landlords in the supportive housing programs
  • Perform periodic home visits for new program participants in the supportive housing programs
  • Operate and maintain company vehicle, including ongoing care and maintenance of the vehicle
  • Maintain a clean driving record free of traffic violations or accidents
  • Participate in housing stability meetings as needed
  • Provide advocacy and problem resolution with clients, landlords, and clinical case management teams

Landlord Engagement and Relationship Management

  • Perform outreach and education to property owners and managers for program participation
  • Market the housing programs to prospective property managers and owners which may include hosting or attending events and training seminars
  • Promote landlord financial incentives and risk mitigation including damage claims and vacancy loss payments.
  • Use Padmission to expand housing opportunities for housing program participants, including :
  • Manage landlord user accounts
  • Approve property managers and property related information
  • Support and train landlord users
  • Add prospective properties to Padmission
  • Perform data entry and assist management with oversight of the Padmission database.
  • Perform and confirm rent reasonableness.
  • Verify dwelling unit ownership for new landlords or any changes in ownership.

    Required Skills

  • Proficiency in Microsoft Office 365 applications including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc.
  • Extensive knowledge of residential maintenance processes including knowledge of costs – both material and labor, life cycles of major systems, and ability to utilize resources to make valid and sustainable decisions regarding unit turns.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Knowledgeable of AZ Residential Landlord & Tenant Act.

  • Other Skills and Requirements

  • Team Member will have unrestricted access to sensitive information that may include PII and PHI, which requires adherence to HOM Security and Privacy Policies.
  • Team Member may use or disclose PII or PHI through the course of their Financial, and Human Resources duties listed above. All use and disclosure are subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.’s Competency Model shown below, Emotional Intelligence, Expertise, Ethics, and Excellence
  • Current Arizona Driver’s License with a clean three (3) year driving record
  • Current Automobile Insurance
  • Willingness to perform duties as needed or as assigned
  • Education and Training

  • Understanding and commitment to “Housing First” principles in ending homelessness
  • Industry certifications for HQS and / or UPCS Inspections or ability to obtain within 90 days of hire
  • Minimum of one (1) year experience performing inspections or (3) three years’ experience as a maintenance technician for residential real property or equivalent
  • High School Diploma or GED Equivalent
  • Associates and / or Bachelor’s Degree Preferred
