HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).
Your Impact
As the Lead Supervisor -Community Coordinator for the Code Enforcement’s Audit Unit, you will work closely with administrative staff to respond to audit findings, violation issuance, and referrals for enhanced enforcement actions.
Your Role:
Under direct supervision within the Division of Code Enforcement, the selected candidate will be assigned to the Lead Audit Unit. The selected candidate’s responsibilities will include, but not be limited to the following.
- Provide general supervision to Lead Audit evaluators;
- Evaluate evaluator’s performance for compliance with work requirements;
- Provide technical knowledge, training, expertise, feedback, and corrective measures to assigned staff;
- Acquire thorough knowledge of Local law 1 and HUD's 2012 Guidelines for lead paint and provide a thorough understanding to subordinates;
- Monitor productivity, assign and distribute and retrieve work from staff;
- Resolve any work related issues;
- Prepare and provide reports to Unit’s Director regarding work load, productivity, and work accuracy;
- Identify problems and their resolutions;
- Review evaluators recommendation for violation dismissal;
- Provide research of all existing Record Production Orders;
- Monitors incoming calls and personnel assigned to respond to the calls and their prompt resolution;
- Recommend and provide further reference for resolution with issues with Block and Lot HPD info changes;
- Report to Unit Director and to the Chief;
- Represent the Unit Director when necessary to provide information to upper management.
- Supervises the performance of all Audit staff and ensures that administrative functions are performed in a timely fashion.
- Monitors incoming calls and personnel assigned to respond to the calls and their prompt resolution.
- Communicates with the public on sensitive matters regarding complaints/inspections/reinspection and Record Production Order.
- Process HPD BLI Record Production Order.
- Monitors performance reports; meets with staff to discuss any deficiencies; and recommends changes to the Chief and Director of Lead Audit to improve performance outcomes.
- Orders and distributes supplies as necessary.
- Ensures that literatures are ordered; maintained; and posted as necessary.
- Ensures that files; records; and logs are maintained.
- Assist the Lead Unit Chief and Director of Lead Audit Unit with special projects/assignments. This may include review and assignment of exemption applications.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

New York City residency is generally required within 90 days of appointment.
