PAY RANGE: $90,000- $100,000 annually

OVERVIEW
Housing Solutions is a 501(c)(3) organization dedicated to building systems that make homelessness rare, brief, and non-recurring in Tulsa, Oklahoma. As the lead agency directing the homelessness response system on behalf of the Tulsa City and County Continuum of Care, Housing Solutions coordinates and manages over $7 million annually in federally funded programs and strategies dedicated to ending and preventing homelessness.
THE OPPORTUNITY
Housing Solutions seeks a Director of Continuum of Care (CoC) Programs to lead the implementation, coordination, and effectiveness of housing and supportive services across the A Way Home for Tulsa Continuum of Care (AWH4T CoC). Housing Solutions is the lead agency of A Way Home for Tulsa and is responsible for supporting the more than 55 member organizations that assist individuals and families experiencing homelessness across Tulsa County. This position provides an opportunity to engage with policy makers, state and local leaders, and housing and service providers to build capacity, strengthen partnerships, and create innovative programs to alleviate homelessness. The ideal candidate will have a proven ability to foster coordination and cooperation among diverse groups and will be committed to driving impact.
The Director of Continuum of Care Programs reports to the Chief Data & Policy Officer and works in collaboration with Housing Solutions’ CEO, leadership team, and the Leadership Council of A Way Home for Tulsa. The position is responsible for implementation of the CoC’s strategic plan, managing the annual HUD Continuum of Care Notice of Funding Opportunity (CoC NOFO) local competition, and supporting partner organizations to ensure housing and supportive services programs are efficient, effective, and equitable. This role includes 2-4 direct reports.
Key responsibilities include:
• Understand best practice models for homeless housing and services and lead the community’s homeless service providers and other stakeholders to adopt these approaches.
• Oversee the successful implementation of the A Way Home for Tulsa 5-year Strategic Plan.
• Identify and/or respond to program requests for technical assistance or program refinement that will result in enhanced performance and outcomes for clients.
• Responsible for the successful submission of the annual HUD Continuum of Care Program application, including conducting a fair and transparent CoC-level competition.
• Provide expert knowledge and oversee CoC compliance with the HEARTH Act.
• Facilitate inter-agency problem solving to remove barriers and improve service delivery and access to housing and services by persons experiencing homelessness.
• Serve as a spokesperson and subject area expert on the nature and extent of homelessness across Tulsa.
• Maintain strong communication and relationships with the AWH4T Leadership Council and support the various working groups that tackle specific issues and collaborative efforts across the CoC, including stewarding the work of the Participant Advisory Group and the Youth Advisory Board.
• Understand and communicate with key stakeholders the status of the housing and homelessness landscape in Tulsa and statewide, including gaps and opportunities at the policy and systems levels.
• Develop/provide public education, presentations, and outreach regarding housing and homelessness issues as needed.
• Make recommendations on the advancement of key policy issues, including state legislative strategy and systems implementation.
• Lead a small team of Housing Solutions staff that directly supports CoC programs.
• Collaborate with Housing Solutions’ leadership team to ensure that we are providing A Way Home for Tulsa the guidance and support necessary to a become a high-performing Continuum of Care.
REQUIREMENTS FOR SUCCESS

QUALIFICATIONS
• A Bachelor’s degree is required: MA, MBA, MSW, MPA, or equivalent is preferred.
• Minimum of 5 years of management experience and a demonstrated ability to lead a diverse team. Management experience in a nonprofit setting is preferred but not required.
• Knowledge and practical understanding of the homelessness field, including funding streams, population-specific needs, planning efforts, Continuum of Care practice, and housing and service models.
• Experience working with HUD programs and management of HUD grants.
• Effective project management experience and an ability to develop and monitor measurements of success.
• Exceptional oral and written communication skills including the ability to effectively communicate in a variety of formats, venues, and with diverse groups.
• Proficiency in utilizing Microsoft software (Outlook, Word, Excel, etc)
WORKING ENVIRONMENT
This will be a hybrid working environment where part of the work week will be in person at our Tulsa office, and partially remote work. Candidates must live within a commutable distance to Tulsa, OK.
