Job Summary Manages the initial intake and triage of complaints under Title IX, federal and state laws, and institutional policies that prohibit discrimination, harassment, and retaliation, by providing initial outreach and response, cataloging of reports according to allegations reported in the department's case management system, facilitating supportive services with internal and external partners, and maintaining case follow-up and closure through the life of the case. Is responsible for data collection, initial data input in the case management system, compiling metrics, creating data-driven reports, and monitoring the integrity of cases. ESSENTIAL FUNCTIONS Conduct confidential initial assessments, trauma informed intake interviews, and triage of initial complaints regarding alleged incidents of discrimination, harassment, and retaliation under Title IX, federal and state non-discrimination laws, and institutional non-discrimination policies, to determine the best course of action. Support investigators with the management of the life cycle of a case from intake to completion, ensuring all case activity is accurately documented and remains current in the institution's case management system. Serve as liaison between Title IX contacts, Counseling and Ability Services, students, faculty, staff, Early College leaders, campus leaders, HCC Police Department, and other internal and external stakeholders in the facilitation and implementation of supportive measures. Provide students, staff, faculty, Title IX contacts, Counselors, and other members of the College District community consultation and interpretation of the institution's policies and grievance procedures related to discrimination, harassment, and retaliation. Develop and maintain effective working relationships with internal and external stakeholders, i.e., Student Services Associate Deans (Title IX Contacts), all members of the OEOTIX team, external investigators, attorneys, counselors, law enforcement, Early College leaders, and other stakeholders. Remain knowledgeable of federal and state laws and regulations that prohibit discrimination, harassment, and retaliation, institutional policies, and trends within higher education related to harassment and other discriminatory practices. Ensure the application of, and compliance with applicable regulations, including but not limited to, VAWA, Clery Act, and Title IX. Monitor the institution's case management system to ensure cases are accurately entered, categorized, organized, and include all relevant case activity according to reported violations. Manage and make changes to the department's website to ensure content and links are up to date, meet web accessibility standards, and partner with Information Technology to troubleshoot and fix problems. Complete periodic institutional compliance notices and communications to students and staff, and work with internal partners to ensure notices are distributed in a timely manner to the College District community. Create and provide regular data-driven metrics for various purposes, including reports to the Director of EEO and Compliance / Title IX Coordinator, consistent with reporting regulations and guidelines, including weekly, monthly, and quarterly reports to the Chancellor, Board of Trustees, and an annual Chancellor's attestation to the Texas Higher Education Coordinating Board confirming that HCC is in substantial compliance with the TEXAS EDUCATION CODE §51.252 (Texas Higher Education Mandatory Sex Misconduct Reporting Act). Perform other duties, tasks and assignments as required. QUALIFICATIONS Education & Experience
- Bachelor's degree in Education, Human Resources, Educational Psychology, Criminal Justice, Counseling, Social Work, or related field required
- Master's degree preferred
- 3 years' full-time experience (or combination of experience) in K-12, higher education, human resources, EEO compliance, Title IX compliance, or compliance in a government setting required, including 2 years' experience in case management. Licensing & Certification
- Valid Texas Driver License
- Title IX certification preferred Special Skills

- Working knowledge of State and Federal Laws and Regulations related to Educational Institutions, to include but not limited to Title IX and the Violence Against Women Act (VAWA)
