The purpose of this classification is to be efficient in fire prevention, fire suppression, public fire education, emergency medical care, instructional techniques, and supervisory skills.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Directs and oversees daily activities of the Training Division; schedules and coordinates in-service training; adjusts schedule, staffing, and/or requests overtime to ensure adequate manpower at all times; disseminates information and special orders; investigates complaints against subordinates.

Establishes goals for employees; instructs and directs subordinates on proper procedures and protocol of the department; conducts training and drills to assess individual and/or company preparedness; reviews and inspects station/company for compliance to guidelines and departmental regulations.

Supervises departmental training in response to emergency calls involving fires, rescues, hazardous materials, severe weather, and vehicle accidents.

Attends shift meetings, training sessions and seminars as required to remain knowledgeable of county/departmental operations, to promote improved job performance, and to stay current with changing policies, procedures, codes, and reads professional literature; maintains professional affiliations.

May direct and provide emergency medical care as an EMR, EMT or Paramedic; provides medical and/or first aid support during incident response.

Oversees and performs various types of rescue operations as warranted, such as extrications of individuals from structures or vehicles, search for possible drowning victims, and/or search and rescue of fallen victims in high angle rescue situations where repelling is necessary; maintains knowledge of rope rescue equipment and latest techniques.

Monitors the scene to ensure the safety of all subordinate personnel; implements emergency techniques when trapped or disoriented; maintains and wears protective clothing and self-contained breathing apparatus as designed.

Conducts fire and multi-company drills; participates in fire ground critiques; identifies additional/specific training required by individual in company; prepares for and conducts training and drills in emergency medicine and cardiopulmonary resuscitation (CPR); may prepare lesson plans, handouts and audio/video/teaching aids.

Supervises and prepares, inspects, repairs, and/or maintains fire equipment, apparatus, hoses, tools, materials, turnout gear, emergency medical equipment, and vehicles for safe operation; tests equipment on a regular basis.

Establishes and maintains good working relations with the public; attends community meetings; promotes and teaches fire safety and injury prevention; responds to questions, complaints, and requests for information.

Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Reviews documents processed by subordinates to ensure accuracy; discusses errors and recommends method for corrective action; provides technical assistance as needed.

Completes, prepares, and/or approves a variety of forms, logs, requests, records, reports, correspondence, and other documents associated with daily responsibilities of this position; reviews, processes, forwards or retains as appropriate; prepares and maintains files and administrative records.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations and current medical and rescue techniques; reads professional literature; maintains professional affiliations.
Schedules and conducts shift meetings; attends supervisory meetings, seminars, workshops, and training sessions as appropriate; may serve on panels, boards, and/or committees.

Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within the jurisdiction.

Assumes all duties and responsibilities of subordinate personnel as required.

Conduct any other duties as assigned by the Chief, or Assistant Chief of department.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles, practices, and regulations for planning and responding to civil defense and natural emergencies, including hazardous material disasters; knowledge of community organization and available resources; knowledge of rescue operations, techniques, equipment and training; knowledge of the philosophies, principles and practices of fire services management and suppression; knowledge of federal, state and local laws and regulations relating to the fire control, fire prevention, and firefighter training; knowledge of fire department policies, procedures, rules, regulations and functions; knowledge of the principles, practices, procedures, techniques and equipment associated with firefighting, emergency rescue, emergency medical care, hazardous materials, and fire prevention; knowledge of the principles and practices of management, supervision and training; knowledge of public safety and emergency radio communication systems, knowledge of the county's provisions for emergency situations; knowledge of first aid and CPR techniques; knowledge of occupational hazards and safety techniques; knowledge of the operation, use and maintenance of specialized firefighting, rescue, and emergency medical equipment; knowledge of the road system and geographical layout of the area; knowledge of instructional techniques; knowledge of basic budget preparation; knowledge of basic mathematics; knowledge of report preparation and record keeping methods, including maintenance of training records; knowledge of standard office practices and procedures; knowledge of standard office equipment; and knowledge of basic computer applications and techniques.

Skill in coordinating/performing firefighting and emergency rescue operations; skill in teaching and training; skill in operating standard and specialized firefighting, rescue, and emergency medical equipment, tools, and supplies; skill in driving; and skill in utilizing various computer software programs relevant to the position.

Ability to plan, organize and direct emergency response activities and fire station activities; ability to interpret and explain departmental policies, procedures, rules and regulations; interpret various laws, ordinances, and codes regulating emergency preparation/response and fire prevention/suppression; ability to administer emergency medical care; ability to analyze the effectiveness of a firefighting organization and institute improvements; ability to effectively supervise the work of subordinates; ability to maintain discipline; ability to effectively teach classes and instruct personnel in area of assignment; ability to conduct thorough fact-finding inspections and investigations; ability to ascertain facts by personal contact, observation, and examination of records; ability to analyze situations and to adopt effective and reasonable courses of action with due regard to surrounding hazards and circumstances; ability to react quickly and effectively under emergency conditions; ability to carry out work assignments with minimal supervision; ability to gather and compile data for reports; ability to write clear and concise reports; ability to maintain accurate training records; ability to understand and follow detailed written and oral instructions; ability to communicate effectively both orally and in writing; ability to speak effectively in public; ability to establish and maintain effective working relationships with employees, officials, other agencies, and the general public; ability to perform required mathematical calculations; ability to utilize various computer software programs relevant to the position; ability to operate standard office equipment; ability to operate radio communications equipment; ability to operate and maintain standard and specialized firefighting, rescue, and emergency medical equipment, tools, and supplies; ability to exercise care in proper driving of departmental vehicles; ability to stoop, kneel, climb, run, or otherwise physically maneuver in conducting work activities; and ability to safely lift and/or carry weights in excess of 100 pounds.


MINIMUM QUALIFICATIONS

High school diploma or GED. Must have Eight (8) years of experience with Houston County Fire Department as a Certified Firefighter with at least Two (2) of those years as Captain or Eight (8) years with similar or larger Fire Department with at least Four (4) of those years as Captain or equivalent. Must have a current / compliant GFSTC Firefighter Certification. Must possess a valid Georgia Driver’s License of Class F or higher. Must have Pro Board (NPQ) or IFSAC certifications of Firefighter 2, Hazardous Materials Technician, Fire Instructor 2, and Fire Officer 2. Must have certifications of IS/ICS 100, 200, 300, 700, and 800 as well as Georgia Vehicle Extrication and (GPSTC) Structural Fire Control Instructor. Must have current NREMT and GA EMS License of AEMT or higher. Must successfully challenge and pass NPQ Fire Officer 3 within 12 months of hire and GA EMS Instructor within 18 months of hire. Candidates must participate in an assessment lab typically consisting of Oral Interview, Written Exam, and Incident Command / Decision Making scenario assessment.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be able to operate a variety of office equipment and Fire Department machinery, equipment and tools which may include standard/emergency vehicles, emergency equipment, radio/communications equipment, flashlight, tape measure, photographic equipment, television monitor, fire extinguisher, computer, printer, facsimile machine, shredder, telephone, and any other equipment necessary for fire departments. Physical demand requirements are at levels of those for very heavy work.

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, maps, legal code books, bulletins, directories, procedural manuals, reference materials, and operational manuals.

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange legal, counseling, emergency medical, fire service, and court-related information, including giving assignments and/or directions to co-workers or assistants as well as communicating with officials and the general public.

LANGUAGE ABILITY: Requires ability to read a variety of legal, counseling, emergency medical, fire service documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice, such as in public speaking situations.

INTELLIGENCE: Requires the ability to learn and understand relatively complex legal, counseling, emergency medical, fire service principles and techniques; to understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE: Requires the ability to record and deliver information, such as in a public speaking situation, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide totals; determine percentages; determine time and weight; and interpret statistical data.

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment which may include a tape measure, template, and photographic equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related equipment and to operate motor vehicles.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, job related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION: Requires the ability to discern color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
