CLASS DESCRIPTION:
Performs professional level recreation services work, which may include supervision, under general supervision from an administrative or technical superior. Work includes overseeing the safe and efficient operation of activities at school and department recreational facilities, parks and private recreational facilities; or overseeing the operation of programs in specific functional areas under the direction of a recreation supervisor. Assists in analyzing marketing data for program promotion and customer service. Work also includes the supervision of contingent, part-time staff and volunteers; overseeing the approved budget; and preparing information for recreation supervisor for seasonal and fiscal reports. SUPERVISORY RESPONSIBILTIES:
Directly supervises 15 contingent employees in the Department of Recreation and Parks. Assists with managing 20 service provider contracts on an annual basis. Assists in supervising volunteers. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees and volunteers; addressing complaints and resolving problems. Bachelor's Degree and one (1) year of related experience or an equivalent combination of education and experience.

- Works and cooperates with co-workers and supervisors at all levels.
- Learns and performs all essential job functions accurately.
- Oversee the management and operation of regional, multifunctional historic manors and park sites.
- Assist with the coordination of building scheduling with Department program staff, community partners, and other user groups using ActiveNet.
- Oversee the general operation of Belmont Manor and The Waverly in the absence of the General Manager.
- Regularly inspect both properties, identify issues and/ or maintenance needed then coordinate with staff and relevant entities including conservation, historic, and community organizations. Ensure scheduled and unscheduled maintenance is completed in a timely manner.
- Primary contact for all rental clients.
- Reviews insurance and licenses for vendors in accordance and compliance with County policy.
- Supervision of assigned staff including contingent staff.
- Recruit, select, train, and evaluate contingent staff and volunteers.
- Evening and weekend event work is required when supervising events, i.e.; weddings, retreats, corporate meetings, birthday parties, baby showers, and other celebrations.
- Works towards ensuring the safety and security of patrons and staff.
- Complete, review and submit incident, injury, accident, or other related reports to the General Manager and Park Operations Superintendent.
- Assist with the development and management of the operating budget. Complete fiscal and financial reports as required.
- Ensure staff compliance with relevant Department and County policies including cost accounting, PDQ card, petty cash, and purchasing.
- Work with Department of Recreation and Parks Marketing Team, partners, and the Public Information Office to develop marketing strategies for programs, events, and rentals.
- Complete rental contracts, evaluate and complete post event reports.
- Coordinate and submit information for the Department’s seasonal brochure.
- Maintain an active, working knowledge of event management, marketing trends, and needs.
- Research and develop new programs.
- Negotiate service agreements; review and approve invoices for payment as directed by the General Manager.
- Handle customer requests, inquiries and concerns. Frequently coordinates responses with appropriate staff.
- Efficiently resolve scheduling conflicts that may arise.
- Monitor the status of contractual agreements.
- Responsible for identifying and applying good sustainability practices into all aspects of Department operations.
- Serves on relevant division and department teams and committees as assigned.
- Performs other duties as assigned.
- This position may be deemed as essential in an emergency at the discretion of the Director and/or General Manager.
