POSITION SUMMARY:
Plans, directs and coordinates the fiscal operations of the Office of Workforce Development. Works in collaboration with Department of Finance and Office of Budget staff to ensure department fiscal operations are compliant with all County, State and Federal policies & regulations and that work is completed accurately and within timelines.

CLASS DESCRIPTION:
Performs mid-management and advanced level financial, auditing or budgeting work under general supervision from an administrative or technical superior. Work may include planning, organizing, and supervising the activities of a unit; coordinating budget activities; auditing electronic data processing systems; resolving major program problems; and developing, evaluating and implementing financial budgeting or auditing programs and procedures.Include the following. Other related duties may be assigned. 

  • Supports the day-to -day fiscal operations for all Divisions within the Office.
  • Ensures compliance with GAAP, Uniform Grant Guidance, and other local, state and federal requirement in providing fiscal management of grants administered through the Office.
  • Implements adequate levels of internal control to comply with county budgetary, financial, and procurement procedures.
  • Works in conjunction with the Grants Division to ensure accurate and timely financial postings, draw down analysis, and reporting for all external grant funds.
  • Oversees payroll allocations consistent with the Departments policies.
  • Serves as key contact person within the Office for financial issues with personnel from the Department of Finance, Offices of Budget, Procurement Office, Technology and Communication and Human Resources.
  • Coordinates the development of the Office's annual budget submission in coordination with the Office of Budget.
  • Represents the Office in programmatic audits to ensure compliance with fiscal requirements of federal, state and local funders.
  • Maintain relationships with and assists outside partner agencies regarding all financial issues.
  • Develops and maintains budget and fiscal reporting system and procedures consistent with County, State and Federal policies & regulations.
  • Analyzes financial and grant funded information, operations, trends, and costs and prepares reports summarizing current and projected agency financial position.
  • Approves and prepares vendor invoices and purchase requisitions.
  • Evaluates on-going fiscal activities both quantitatively and qualitatively and prepares proposals for modification and procedures for implementation. Advises agency employees on current fiscal requirements and reporting.
  • Prepare journal entries and requests for cash from state agencies.
  • Performs audits on subcontractors receiving grant funds.
  • Manages expenditures and obligations, ensuring federal and state compliance within the 0MB Circulars specifically, A-133 and A-87, and completes and submits reports.
  • Represents the office and responds to inquiries at audit conferences and fiscal monitoring; attends local, state and federal meetings.
  • Administrates various Departmental software to include SAP, NEOGOV, Point, Calyx, QuickBooks, Equifax and CoreLogic.
SUPERVISORY RESPONSIBILITES:
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees, addressing complaints and resolving problems.Bachelor's Degree and four (4) years of related experience or an equivalent combination of education and experience. 

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
  • Four (4) year degree in Accounting or Finance from an accredited university or college. 
  • Experience in accounting, budgeting or financial management. 
  • Proficiency in GAAP and financial management strategies and techniques for multi-funded Federal, State and Local programs. 
  • Proficiency in Excel, Word and SAP. 
  • Experience in database applications and the Internet. 
  • Experience in Government contracts/grants management. 
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to touch, handle, or feel; reach with hands and arms; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus. 

While performing the duties of this job, the employee is occasionally exposed to outside-weather conditions. The noise level in the work environment is usually moderate. 

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from students and parents, educators, regulatory agencies, or members of the business community.  
  • Ability to write speeches and articles for publication that conform to prescribed style and format. 
  • Ability to effectively present information to top management, public groups, and individual citizens. 
  • Ability to work with mathematical concepts such as probability and statistical inference.  
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to develop and analyze budgets and financial reports.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. 
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
