CLASS DESCRIPTION:

- Serves as the lead assistant to the Office of Human Resources (OHR) Administrator on critical, confidential, and sensitive matters.
- Manages confidential correspondence, drafts responses, and manages the tracking of monitoring of inquiries for timely resolution.
- Manages and monitors meetings/calendars/correspondence for the Human Resources (HR) Administrator, proactively managing critical items. Coordinates agendas and prepares materials for meetings. Monitors filing of items for approval including policy, legislation, and items before Boards/executives.
- Works with the HR Administrator to:
- Develop annual budgets, supporting justifications, and supports.
- Monitors three complex budgets covering Human Resources, group insurance, and risk budgets
- Performs budget reconciliations and projections to ensure proper allocations, availability of funding, and compliance with expenditure rules;
- Serves as liaison with the Office of Budget and Department of Finance on matters pertaining to funding, budget submissions, funding transfers.
- Performs budget reconciliations, funding transferring recommendations, and submission of quarterly projections of expenditures vs budgets; and prepares and submits reports for the HR Administrator and Office of budget.
- Utilizes and monitors SAP (financial software) activities of the office including but not limited to paying invoices and retiree refunds, generating shopping carts for procuring office items and services, pulling expenditure reports etc.
- Manages county wide correspondence on OHR initiatives, directives, and other communications;
- Researches, drafts, and ensures timely coordination of release; and drafts County-wide communications for a clear understanding of complex and critical actions.
- Analyzes business processes for improved efficiencies, develops metrics to report of the success of programs, and recommends improvements.
- Monitors all vendor contracts to ensure compliance with approved funding, contract terms, and renewals; and assists with RFP coordination and preparation of scope of work.
- Serves as the Recording secretary to the Personnel Board, duties include but is not limited to drafting of meeting agendas, preparation of accurate and concise meeting meetings, timely coordination of meetings, and compliance with Open Meetings requirements.
- Administers multi-faceted and visible programs such as the Employee Recognition and Service Awards program which includes leading the Employee Recognition Committee; planning the yearly awards ceremony; managing vendor contracts; coordinating with all departments for the employee nomination process; adherence to the nomination and selection criteria; confirming eligibility of recipients, logistics; and preparation of all materials to directors, employees, speakers, etc.
- Attends work sessions and monthly meetings, as directed.
- Carries out other administrative duties as assigned.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.
Bachelor Degree and two (2) years of related experience or an equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
- Bachelor’s degree in Finance, Accounting, Business Administration, Human Resources, or related degree.
- Minimum of 4 years of experience performing budgetary work for a large complex organization.
- Experience with financial data systems, such as SAP preferred.
- Multilingual language skills are highly desired.
- While performing the duties of this job, the employee is frequently required to stand, sit, and talk or hear.
- The employee is occasionally required to walk and use hands to touch, handle, or feel.
- Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.
