This position will serve as the Manager, Communications and Marketing for the Department of Community Resources and Services. Responsible for overall coordination of the communications and marketing activities within the department involving multiple approaches including print, publications, photography, videography, graphic design and social media.
Develop and ensure the success of a department-wide strategic, innovative communications and marketing plan that informs the public and partners of the services and activities of the department. Responsible for management, oversight, and coordination of the Communications Team. Evaluates the effectiveness of all initiatives.

CLASS DESCRIPTION:
Performs advanced professional level human services work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work typically includes administrative support of a Division within the Department of Community Resources and Services; supervision over a major phase of citizen services delivery for the department; and planning, implementing, and evaluating program policies and procedures. Work also includes negotiating and administering grants; preparing budgets; designing instruments for use in data gathering; and contacts with public, health, and social service agencies.Include the following. Other related duties may be assigned.
Develops, with input from department leadership, a comprehensive communications and marketing strategy to effectively inform the public of services and activities sponsored by the department.
Serves as primary public information liaison for the department working with the County's Public Information Office and County Administration. Responding to all PIO requests for information.
Supervises Communications Team. Supervision includes but is not limited to activities such as graphic design, development of publications, planning special events, and managing the assignment and timely completion of projects submitted by department staff.
Develops innovative approaches for communication utilizing technology such as Constant Contact, social media/networking strategies, webcasting and online learning opportunities.
Coordinates content for news releases.
Responsible for overall communication strategy for department website content, using analytics to determine effectiveness of content.
Develops and produces DCRS's Annual Report.
Manages and/or oversees DCRS activity/public event calendar.
Coordinates DCRS participation in community events, ensuring adequate resources are available to successfully represent the department.
Ensures compliance of all materials with County and Department policies and ADA accessibility requirements.
Serves as member of the department's Executive Team.
Participates in all department orientation and training requirements, department -wide meetings, and office meetings as directed.
Participates in activities related to Emergency Management as requested, including work outside normal business hours.
SUPERVISORY RESPONSIBILITIES:
Supervises the Communications Team. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Bachelor's degree and three (3) years experience or an equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Bachelor's Degree in mass media, marketing, public relations or communications and supervisory and or management experience.
Knowledge of effective media, public relations and communications including – but not limited to – traditional and social (Facebook, Twitter) media, website, online communications, conference and event marketing.
Experience in developing creative and innovative marketing campaigns.
Strong project management skills.
Demonstrated ability to research, write and edit documents.
Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
Proficiency in virtual platforms and use of technology for human services delivery.
