CLASS DESCRIPTION:
This is a technical park and facility maintenance work at the senior crew leader level. Work includes assisting a parks supervisor with the overall management of a division within the parks bureau and major responsibility for one or more operational programs within the division. Work involves the application of horticultural and landscaping principles and practices, equipment operation, and overseeing full and part-time staff.
Work is performed with general supervision from a technical supervisor. Assignments are stable in nature and are carried out in accordance with accepted laboring and equipment operation standards and applicable regulations. An employee in this class works with others to accomplish sports field preparation, facility maintenance, parkland construction, landscaping and grounds maintenance, and other construction and maintenance programs.
Work includes responsibility for some budget input regarding assigned programs and general recordkeeping duties. Work may include considerable public contact.

- Oversees assigned aspects of a Bureau-wide construction/renovation maintenance programs.
- Oversees, directs subordinate crew members and performs skilled technical work for county-wide park renovation/construction projects in the Building/Construction Trade including but not limited to the following areas: concrete, masonry (brick, block and stone), steel and sheet metal fabrication, asphalt, framing and finish carpentry, historic renovations, fencing, landscape, turf, site preparations and grading, playground preparation and repairs, installation preparations and the ability to read blueprints.
- Ability to perform detailed wood shop, carpentry projects and special projects.
- Trains crew on safe and proper use of equipment. Set up projects for the day, review work. Schedule work and oversees full and contingent staff.
- Demonstrates methods, techniques, and operations to subordinate crew members.
- Participates with supervisor in managing a division/crew: directs subordinate crew members in all construction/maintenance projects and special projects.
- Substitutes for the supervisor during absences.
- Inspects contractor work.
- Assist supervisor with subordinate's performance reviews, review time sheets. Have budget input; purchasing and coordinating of projects. Collaborate with other Divisions and Departments in the county.
- Process PDQ statement, work orders, vehicle logs, monthly reports, requisitions, Miss Utility forms, repair request, incident reports & timesheets. Tracks construction material inventory and estimates materials.
- Evaluation of rental houses prior to new rentals to ensure that the houses are in compliance with Department of Licenses, Inspections and Permits' rental license regulations, along with MDE lead paint program compliance. Repairs to noted items are made to obtain rental licenses. Performs maintenance and repairs to existing rental properties.
- Transports and operates heavy construction equipment. Ex: backhoe, gradall, skid loader, dump trucks, trailers, tractors, implements, specialty hand & power tools, chainsaws etc. Ability to perform maintenance and recognize and report needed repairs.
- Performs routine maintenance on equipment and tools.
- May be required to deal directly with the public at a park site.
- Performs snow removal duties and assists during inclement weather conditions. May assist other county departments when contacted.
- Responsible for identifying and applying good sustainability practices into all aspects of Department operations.
SUPERVISORY RESPONSIBILITIES:
This job has no formal supervisory responsibilities. This person acts as a lead worker of a crew/crews and subordinate staff, or positions with similar grades on the same work shift.
Any combination of education and experience equivalent to an associate's degree in park or resource management or a closely related field and one (1) year of experience in park operations or four (4) years of increasingly responsible work in park operations of which at least one (1) year at the crew leader level.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
- One year certificate from college or technical school; or 8 or more years of related experience and/or training in the building construction trades; or equivalent combination of education and experience.
- Powder actuated tool certification.
- Chainsaw safety certification.
- Considerable knowledge of tools, equipment, materials and supplies used in parks construction and maintenance.
- Knowledge of the principles and practices of motor equipment operation.
- Knowledge of preventive maintenance of routine care of tools and motor and mechanical equipment.
- Ability to direct the activities of a work crew or crews.
- Ability to maintain records and reports.
- Ability to estimate materials, supplies, tools, equipment and man hours needed to complete assigned tasks.
- Ability to communicate both orally and in writing.
- Ability to establish and maintain effective working relationships with associates and the public.

- Possession of a Maryland Class C driver's license, or equivalent from state of residence. This license must be valid as long as the individual is employed in this class.
- Possession of a Maryland Class "B" or Class "A" Commercial Driver's License "CDL" may be required depending upon job assignment, and must be obtained within department time frames and maintained during tenure of employment.
- Possession of a commercial Professional Pesticide Applicator's Certificate, if required by work assignment.
