POSITION SUMMARY:
Howard County, Maryland is seeking a professional, dynamic, and creative individual to lead the Office of Community Partnerships within its Department of Community Resources and Services.

The Administrator is an executive exempt (at-will) position that reports to the Director of the Department of Community Resources and Services.

The Department seeks a leader with strong leadership and problem-solving skills, who is an innovative and creative thinker with the ability to set and articulate a vision for the office.

The ideal candidate will have excellent verbal and written communication skills; and knowledge of issues effecting vulnerable populations including issues of poverty, and human service safety-net programs. This position oversees grantmaking and funding activities including: developing grant applications and grant agreements, providing technical assistance, engaging the community, developing performance and outcome measurements, and completing reporting requirements. Works across the Department of Community Resources & Services to collaborate, align, and maximize impact of grant dollars. The position requires comprehensive knowledge of building systems, processes, and relationships that facilitate strategic and efficient grantmaking and administration. This position is part of the Department's senior leadership team and will collaborate across population areas to achieve priority outcomes in the community.

Howard Count is located between Washington, D.C. and Baltimore, MD with a residential population of approximately 310,000 citizens. CLASS DESCRIPTION:
Performs management and advanced level human services work under executive level direction. Work includes directing the activities of an office or agency providing human services in such areas as consumer protection, workforce development or community partnerships. Work includes establishing and implementing programs and procedures; planning, preparing and monitoring budgets; supervising and training staff; and maintaining liaison with outside agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop, articulate, and implement a vision for the Office of Community Partnerships; provide overall strategic direction; and set and priorities for Office within context of Department and community.
  • Serve as member of the Departments senior leadership team, contributing to strategic direction and goal implementation.
  • Serve as a member of the Departments senior leadership team in fulfilling its County Emergency Management functions.
  • Provide overall coordination of strategic community initiatives to reduce poverty and promote individual and family self-sufficiency.
  • Evaluate community needs; demographic, social, and programmatic trends; and effectiveness of all initiatives.
  • Maintain an awareness and understanding of best/promising practices related to vulnerable populations at the local, state, and national levels.
  • Foster innovation in program planning service delivery, and collaboration.
  • Provide overall management of all functions of the Office including hiring, training, evaluation and supervision.
  • Oversee fiscal responsibilities of the Office including developing annual budget with strategic priorities; monitoring spending, expenses, and revenue; ensuring compliance with requirements set by external funding sources; overseeing development of grant proposals.
  • Oversee the management of the County's Community Service Partnerships (CSP) grants to human service nonprofits.
  • Oversee the management of the Opioid Restitution and Community Reinvestment and Repair Funds.
  • Develop and maintain strategic relationships with internal and external community stakeholders needed to implement strategies.
  • Participate in activities related to Emergency Management as requested, including work outside normal business hours.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor's Degree and five (5) years of related experience; or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:


  • Master's degree (M.A.) or equivalent; and human service experience or public administration, public policy, behavioral sciences, or related field.
  • Management and supervisory experience required.
  • Possess the ability to conduct research and analysis, and strong writing and communication skills.
  • Ability and willingness to use a variety of technological tools and programs in completing daily responsibilities.
  • Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
  • Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
  • Proficiency in virtual platforms and use of technology for human services delivery.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is occasionally required to stand; sit; use hands to finger, handle, or feel; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

The noise level in the work environment is usually moderate.

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Class C Maryland Driver's License or equivalent issued by state of residence.
