POSITION SUMMARY:
The Behavioral Health Data Analyst will be responsible for managing data sharing agreements, creating performance measures for grantees, and analyzing data related to grantees and community behavioral health trends. This includes collecting programmatic data from monthly and quarterly reports, compiling and analyzing data for reporting purposes as well as managing Scorecard, a performance management and reporting web-based application used to track Result and Indicator data and data from performance measures. The analyst will report on the impact of services on providers in Howard County and collaborate with the Office of the Local Children's Board data analyst to develop a comprehensive data dashboard. Additionally, the position will be responsible for creating a repository for youth behavioral health data across the county and be able to report on that data bi-yearly to the state. Lastly, this position will contribute to grant and board reports as well as respond to external data requests the office receives from partners and County Administration.

CLASS DESCRIPTION:
Performs intermediate professional level human services work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administering human service programs or providing specialized health and human services targeted to a special population; assists in formulating policies and developing goals and objectives; and providing a full range of counseling and referral services. Work may also include identifying and investigating complaints of unfair and deceptive practices and violations of local and State laws; and administering criminal justice and alternative sentencing programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Ensuring compliance with FERPA, HIPAA, and other privacy statutes.
- Analyze grantee and community data to assess behavioral health trends and outcomes.
- Research and provide analysis on local, state, and federal behavioral health data trends.
- Create a data repository for behavioral health data that includes local, state and national data trends.
- Develop and implement performance measures for behavioral health grantees to ensure program effectiveness and compliance.
- Collect monthly and quarterly reports from behavioral health grantees, enter data into scorecard and analyze data while providing feedback to the Coordinator of Program Improvement who will work with vendors to improve data collection and reporting.
- Continuously monitor and evaluate the performance metrics to identify areas for improvement.
- Work collaboratively with the Behavioral Health Manager to complete quarterly reports for state and by-monthly reports for the workgroup and the Board.
- Collaborate with the Office of the Local Children's Board data analyst to design and develop an interactive data dashboard.
- Ensure the dashboard effectively visualizes key data points and performance measures for easy access and interpretation by stakeholders.
- Provide data for grant applications and any data requests from funders, grantees and or County Administration.
- Support community events and programs of the Office of the Local Children's Board and the broader Department of Community Resources and Services which may involve evening and weekend hours as needed.
- Participate in activities related to Emergency Management as requested, including work outside normal business hours.
This position may have supervisory responsibilities.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
Bachelor's degree and one (1) year of experience or the equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
- Post-bachelor's program certificate.
- Familiarity with Results Based Accountability.
- Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
- Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
- Proficiency in virtual platforms and use of technology for human services delivery.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
