Essential Duties and Responsibilities:
- Independently completes engineering tasks within federal, state, and local criteria, using professional judgment.
- Reviews engineering plans and specifications for private development projects including drainage, streets, storm drains, sewer lines, and transportation projects.
- Facilitates engineering reviews for private development projects for the city and ensures compliance with design standards.
- Provides assistance in the development of revised design and construction standards for public works structures.
- Investigates field problems affecting property owners, contractors, and maintenance operations, and resolves or refers issues as appropriate.
- Participates in plan checks, reviews, and processing of plans for private developments affecting City streets, sewers, drains, and public works facilities.
- Assists in the preparation of engineering proposals, including estimating time schedules and project costs.
- Monitors construction and supervises field personnel on projects related to infrastructure development.
- Responds to contractor questions, issues, and prepares project addenda as needed.
- Assists in gathering technical data for planning a wide variety of civil engineering projects and prepares reports for City Council and Planning Commission meetings.
- Coordinates public works activities with other City departments and agencies, ensuring effective communication and compliance.
- Ensures project compliance with applicable codes, ordinances, rules, and regulations.
- Prepares and recommends change orders, if authorized by the Project Manager.
- Communicates independently on technical matters with clients and provides professional support during project execution.
Education and Experience:
- Bachelor’s degree in Civil Engineering or a related field.
- Minimum of 4 years of professional engineering design, plan review, and project administration experience (preferably in a public agency setting)
- Engineer-in-Training (EIT) certification required; Professional Engineering (PE) license preferred.
- Knowledge of civil engineering principles, practices, and methods related to streets, water, sewer, and public works facilities.
- Experience with engineering software applications, CADD, and construction methods and materials.
- Ability to obtain a PE license within six months of employment.
- Must have a valid driver’s license and reliable transportation for company business.
- Strong analytical and problem-solving skills.
- Excellent verbal and written communication abilities, including the preparation of technical reports and presentations.
- Strong technical skills in reviewing engineering plans and ensuring design compliance with standards.
