Summary 

Are you a detail-oriented leader passionate about managing complex utility coordination for municipal infrastructure projects and fostering strong client relationships? Join us as a Project Manager – Utility Coordination and help shape the future of public infrastructure.

In this role, you will oversee utility coordination efforts for various projects with TxDOT, local cities, Harris County, HCFCD and HCTRA projects, resolve utility conflicts, and ensure compliance with regulatory requirements. You’ll work closely with clients, utility owners, and other stakeholders to deliver high-quality, cost-effective solutions. We currently have a robust three-year backlog of transportation projects, offering you the opportunity to play a key role in their implementation.

Essential Duties and Responsibilities

Project Management

• Obtain utility contact and facility owner information.
• Evaluate and provide recommendations on prior rights claims to clients.
• Prepare Utility Conflict Matrices (UCM) to determine utility impacts and cost responsibilities.
• Review utility plans or records and collaborate with utility owners to resolve conflicts.
• Lead or facilitate meetings related to utility-specific activities (internal and external).
• Coordinate with TxDOTs and local municipalities to meet utility certification requirements.
• Provide training for new team members on utility conflict identification and client-specific guidelines (e.g., TxDOT’s UAR Guidelines).
• Review weekly and monthly project budgets to optimize team efficiency and project success.
• Develop proposals for new projects, including Utility Coordination, SUE, and Survey services.
• Assist the Practice Leader in cultivating and maintaining client relationships.
• Travel as needed to support client engagement and project development.
• Conduct field site visits for data collection, client meetings, or other required tasks.
• Review subcontractor and project invoices before submission to clients.
• Ensure projects align with TxDOT and client-specific requirements.

Education and Experience 

• Bachelor’s degree in Civil Engineering or a related field.
• 10 years of proven experience in utility coordination with clients such as, TxDOT, Harris County, HCFCD, and HCTRA projects.
• Licensed Professional Engineer (PE) required.
• Strong project skills with the ability to manage schedules, budgets, and multiple clients/projects simultaneously.
• Familiarity with TxDOT’s UAR Guidelines and other relevant regulatory frameworks.
