Job Description
PLEASE NOTE PROPOSED SALARY RANGE FOR THIS POSITION: $120,000 - $128,000
The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination the Agency’s budget and for monitoring Agency’s revenues, expenditures and staffing for all DSS/HRA/DHS programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency. The Budget Director provides technical support to HRA program areas.
The Budget Director for Affordable and Supportive Housing Services encompasses managing the budget for the Homelessness Prevention Administration (HPA) and Office of Affordable/Supportive Housing & Services (OASHS) , which includes the Housing and Homeless Services/Initiatives Division, the Rental Assistance Program, the Affordable Housing Services program, senior and veterans housing services, Homebase homeless prevention contracts, all of which are vital programs in assisting New Yorkers in need. These programs are designed to prevent homelessness and help our clients move into secure, permanent and affordable housing. The Budget Director will report to and work closely with the Assistant Deputy Commissioner of Budget to oversee and manage the Affordable/Supportive Housing Services programs budget.
The Office of Budget Administration (OBA) is recruiting for one (1) Administrative Staff Analyst NM II, to function as a Budget Director for Affordable and Supportive Housing Services, who will:
- Oversee and monitor all budgetary and programmatic issues affecting Affordable/Supportive Housing and Homeless Prevention programs.
- Manage team of analysts who are responsible for tracking and reviewing spending in assigned program portfolios; conduct ongoing spending projections and work with program areas, other DSS Finance units, and OMB to ensure sufficient funding in program budget codes.
- Provide summaries for Finance and OBA Executive Staff of major budgetary issues in the Affordable/Supportive Housing program area. These summaries play a key role in the agency-wide formulation of policies, procedures, and priorities regarding implementation of budgets and expediting fiscal matters for programmatic and administrative Responsibility Areas (RAs).
- Inform the executive staff and program areas of ongoing changes promptly and provide the City Council with information for budget hearings as appropriate.
- Oversee the interfacing with program areas to obtain statistics/data and developing reference materials to be utilized for internal meetings and City Council hearings.
- Work with team to conduct Financial Plan exercises for program area, and prepare summaries for Agency Leadership explaining Financial Plan budget changes impacting the Affordable/Supportive Housing program area.
- Interface with OMB regularly on all budget issues in the Affordable and Supportive Housing program area.
- Work with staff in unit to review and approve certification of funds for Affordable/Supportive Housing and Homeless Prevention contracts; maintain regular tracking of contract budget constructs of these programs to ensure that spending projections are up-to-date.
- Direct the ongoing analysis of expenditures to identify areas where under spending or accruals are occurring; flag problem areas and alert Executive staff to areas needing corrective action to bring spending more in line with budget.
- Other special projects in this program area as needed.

Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

New York City residency is generally required within 90 days of appointment.
