Job Description

If you are hired provisionally in this title, you must take and pass the Civil Service Exam, when it becomes available, to be eligible for continued employment.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

General Support Services (GSS) /Printing and Distribution Services is recruiting for one (1) Administrative Printing Service Manager M1 to function as the Director of Distribution Services who will:

Build and maintain relationships with DSS/HRA/DHS senior leadership to develop a clear understanding of business distribution needs, ensure strategic alignment and support of business priorities, and prioritize the effective distribution of client notices and negotiable documents. Ensures cost-effective distribution of mailings by streamlining and improving unit operations, services and/or tools, workflows, systems, and reports to meet DSS/HRA/DHS program needs. Responds with the agility required to address changing business priorities. Recommends staffing levels and purchases of necessary equipment and supplies.

Monitors and maintain controls on unit’s activities by personal observation, comparing work completed with quality and quantity standards, and milestone expectations to meet agency objectives and ensure optimal levels of performance. Ensure proper controls are maintained in the distribution of negotiable documents.

Monitor ongoing Distribution Services work across shifts to ensure activities are scheduled, submitted, completed, and distributed on a timely basis (as per schedule) and produces accurate results at all times.

Coordinate within Client Service Integration and across ITS to resolve operational and scheduling problems with input from appropriate staff to meet critical distribution deadlines that ensure benefits are available to clients. Provides technical guidance and informed judgment to the agency on Distribution matters.

Meet regularly with the Executive Director of OMPRM, ITS, and DSS/HRA/DHS program representatives to communicate the status of ongoing, ad hoc, and/or planned mailings, and discuss distribution strategies and issues.

Make appropriate contacts to obtain technical, hardware, software, and/or operational support in resolving problems, minimizing downtime, and maintaining high operating standards across Distribution equipment. Ensures technical knowledge is current in the printing and mailing field.

Operate print and mail equipment as needed. Trains staff on operating, maintaining, and safety procedures on various print and mail production equipment.

Evaluate job performance of subordinates by observation, record keeping, receiving input from shift supervisors, and the use of appropriate forms, to document employees’
level of performance.

Minimum Qualifications


1. Five years of full-time technical printing experience in a large print shop encompassing a wide variety of operations including off-set and letter press experience, hot and cold type methods (linotype, varitype, make-up), binding, etc., including 18 months in a supervisory capacity over workers performing a wide variety of printing press or bindery operations; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the 18 months of supervisory experience as described in "1" above.

- Excellent leadership skills including supervisory and managerial experience. - Excellent communication skills. - Experience handling the day-to-day functions of a mail room. - Experience operating print and mail production equipment. - Demonstrated ability to build and maintain partnerships. - Demonstrated experience training staff on existing and new procedures. - Strong analytical, strategic thinking, planning, and execution skills. - Strong business acumen, including industry and domain-specific knowledge. - Strong organizational skills and attention to detail.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
