General Description
As part of the Commercial Utilities team, the Emergency Management Planner (EMP) supports the Company’s emergency management services in the water and wastewater sectors, specifically compliance with the America’s Water Infrastructure Act (AWIA) requirements. The selected candidate will be responsible for effectively and efficiently supporting including, but not limited to : strategic planning, meeting coordination and facilitation, risk assessment (e.g., risk and resilience assessments), emergency operations planning (e.g., Emergency Response Plans, Emergency Operations Plans, Emergency Drinking Water Supply Plans, Fuel Planning, etc.), gap analysis (i.e., conducting a gap analysis of an organizational emergency planning program against industry standards and guidance), continuity of operations (COOP) and business continuity planning (BCP), policy and regulatory analysis, evacuation planning, recovery planning, NIMS based resource typing, multi-jurisdictional coordination, communication planning, after-action assessments, as well as evaluation, training and exercise programs.
How You Will Fulfill Your Mission
- Support the development and implementation of all-hazards preparedness, response, and recovery planning efforts aligned to current best practices and standards.
- Develop and revise emergency planning documents based on gap analysis findings.
- Facilitate application of the resource typing standards to stakeholder assets in accordance with FEMA guidance.
- Support stakeholder engagement activities and provide technical subject matter expertise to analyze and develop procedures as identified.
- Develop and facilitate emergency training exercises (virtual and face-to-face), conduct evaluations, and facilitate after-action reports.
- Perform other emergency preparedness, response, and recovery planning duties as assigned.

Minimum Qualifications
Bachelor’s degree in emergency management, homeland security, business administration, business management, criminal justice, political science, or equivalent relevant professional work experience may be considered.Minimum of 3-5 years of professional work experience in emergency management. Experience with local, city, and / or county level emergency management experience preferred.Understanding of various emergency management standards and regulations including but not limited to the FEMA six-step planning process, CPG101, AWWA G440, AWWA G430, M19.Strong technical writing skills with good oral and written communication skillsAdvanced computer skills using MS Office 365 products, including virtual meeting platforms including MS Teams and Zoom.Self-motivated, with ability to work both as part of a team and independently,Demonstrated ability to establish priorities to complete work in a timely manner, despite changes in workload or assignment, pressure of deadlines, or competing priorities as well as effectively coordinate projects and build strong customer relationships.Preferred Qualifications
Successful completion of the Homeland Security Exercise and Evaluation Program (HSEEP) training.Certified Emergency Manager (CEM®) or Associate Emergency Manager (AEM®) from the International Association of Emergency Managers (iAEM) or equivalent.Professional & Master Practitioner Continuity Certificate and Master Exercise Practitioner Certificate from the Federal Emergency Management Agency (FEMA) or equivalent.Professional & Master Practitioner Continuity Certificate and Master Exercise Practitioner Certificate from the Federal Emergency Management Agency (FEMA) or equivalent.Successful completion of the National Incident Management System (NIMS) Incident Command System (ICS) courses :ICS-100, ICS-200, IS-700, IS-800
