General Description
Under the guidance of the Director of Contracts and Procurement, the Procurement Specialist will procure and oversee the day-to-day purchase, receipt, and procurement of services, supplies, hardware, software, and other commodities required for contract and business performance. This position will be working in a focused team environment interacting with internal and external customers.
How You Will Fulfill Your Mission
- Procure material, equipment, supplies, services, and commodity products. Authorized to commit HSG to expenditures in the purchase of supplies and materials.
- Negotiate price, delivery, and quality of products/services and perform price reasonableness assessments.
- Serve as a point of contact for suppliers on matters of purchase and delivery of supplies and materials.
- Establish new suppliers, monitor performance, and provide improvement recommendations. Manage a supplier performance appraisal system coordinated with company technical points of contact.
- Track procurement for supplier compliance with negotiated terms and delivery dates.
- Interface with receiving and accounting to resolve any issues, utilizing advanced procurement software systems such as Costpoint and Maximo.
- Evaluate root cause and corrective action with suppliers on late delivery performance and develop a corrective action plan.
- Support reporting, planning, and budgeting actions of the accounting department, senior and program management.
- Support the Director in the creation and implementation of templates, process, and policies.
- Maintain a detailed procurement filing system and document communications and correspondence to and from customer regarding procurement matters.

Specific Knowledge/Certification Requirements
Minimum Qualifications
- Minimum of seven (7) years of related experience, including at least five (5) years in a US Government purchasing environment.
- Ability to communicate effectively with suppliers and colleagues.
- Flexibility, exceptional decision-making skills, and adaptability for a constantly changing environment.
- Detail oriented and organized; able to understand purchasing, logistics and accounting data and ensure accuracy.
- Ability to negotiate best cost savings.
- Knowledge of Supply Chain principles and Material Management processes.
- Demonstrated proficiency in Microsoft suite.
Preferred Qualifications
- Exposure and experience in ERP systems, specifically Cost Point
