POSITION SUMMARY

The Director is the Senior management position for the Hualapai Nation Emergency Services (HNES) under the general supervision of the Vice-Chairman, the Director will manage all divisions of the department, including supervision and directs all department Division Chiefs and Captain Officers toward primary objectives. Confers with and advises the Division Chief(s) concerning the development, implementation and evaluation of current and long range goals and objectives that are subject to approval by the Tribal Council. Dispenses advice, guidance, direction and authorization to carry out major plans and procedures consistent with established policies of the Department and each Division. The EMS Chief shall be responsible for creating and implementing an EMT apprentice program for the Peach Springs Community


Job Description-Director of Emergency Services Nature of work:

Responsible for administrative and technical work in direction of all employees and activities of the Hualapai Department of Emergency Services for each Division of the Department this includes the EMS Division, Fire Division, Dispatch Division, and the Billing Division.

 

Director is responsible for maintaining operations of the department with immediate supervision of the Division Chiefs and Captains with the Departments structured chain of command of each Division, this includes the EMS Division, the FIRE Division, the Dispatch Division, and the Billing Division of the Department for daily functions and activities with work that involves the efficient operation of the Hualapai Nation Emergency Services through the control of activities, the determination of departmental procedures, the planning of departmental work priorities and goals, the implementation of programs, and training assignment, and supervision of all departmental management and personnel.

 


Essential Duties and Responsibilities: Formulates departmental policies, regulations, goals and program priorities to be followed by members of the Hualapai Nation Emergency Services and each Division.

 

  • Assists in the development, planning, and implementation of departmental goals and objectives
  • Responsible for monitoring, overseeing, coordinating, and leading the Department’s EMS and fire suppression
  • Develops operational Standard Operating Procedures (SOPs). Conducts on-going review and revision as needed
  • Conducts and maintains effective public relations for the Department.
  • Prepares work schedules for full-time personnel in coordination with Division Chiefs.
  • Responsible for operation and maintenance of department equipment and building facilities.
  • Maintains adequate level of call personnel for all Divisions of the Department.
  • Responds to inquiries from members of the public in areas of fire prevention, code enforcement and inspections.
  • Directs and assists in departmental training.
  • Performs related work as required.

 

Requirements of work: Thorough knowledge of the principles, standards and practices of modern fire suppression and prevention, emergency medical care and search and rescue and public safety.

 

  • Ability to plan, lay out, and supervises the work of subordinates performing varied operations connected with Emergency Services and the Divisions of the Department.
  • Ability to develop proper training and instructional procedures for employees, and to maintain a high level of discipline and morale.
  • Ability to analyze operational and administrative procedures and problems, to evaluate and balance community needs and expectations as to Emergency Services activities, and to modify organizational procedures to meet changing conditions.
  • Knowledge of the principles and practices of personnel and labor relations administration.
  • Ability to provide effective leadership and to maintain harmonious relationships in the department.
  • Ability to prepare and present effectively oral and written information materials related to the activities of the Emergency Services Department and each Division.

 

MINIMUM QUALIFICATION REQUIREMENTS:


EDUCATION and EXPERIENCE:

  • Must possess a High School Diploma or GED.
  • Possess College or University Course work in medical and/or Fire field or the ability to achieve certifications.
  • Must be certified EMT
  • Certified Managing Fire Officer
  • Minimum Five (5) years as Captain or Battalion Chief ; 
  • A minimum of ten (10) years EMS experience is required.
  • Must be have the experience of working in a tribal government setting.

 

KNOWLEDGE, SKILLS and ABILITIES:

  • Must have extensive working knowledge of EMS, Fire Suppression, Technical Rescue, and Fire Administration.
  • Knowledge in Tribal Laws regulations and CFR that pertain to all HNES and BIA Programs;
  • Knowledge of word processing and spreadsheet computer application skills;
  • Knowledge and ability to carry out rules of Health Insurance Portability and Accountability Act (HIPAA), which protects patient and employee rights; Skill in writing as would be required for reports, plans.
  • Ability to communicate orally, and in writing to staff members from a variety of backgrounds - professionals, technicians, and clerical;
  • Ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to management problems;
  • Ability to maintain confidentiality of all Tribal operations and staff.

 

OTHER:

  • Familiar with HIPPA Laws;
  • Proficient in computer applications and operations of Image Trend;
  • Must be able to read and prepare budgets.
  • Must possess excellent skills, both written and verbal.

 

NECESSARY REQUIREMENTS:

  • Pass pre-employment drug/alcohol screening;
  • Must possess a valid Arizona Driver’s License and be eligible for the Tribe’s Insurance;
  • Must pass a Criminal Background.


DESIRED MINIMUM EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • Possess Knowledge of FCC requirements for Emergency Radio Communications
  • Possess Knowledge of Medical and Fire Billing process
  • FEMA certified for Incident Command
