Job Purpose :
Responsible for program management and development of SCCOG Transit Programs that serve the general public with emphasis on the senior and disabled population in Huerfano and Las Animas Counties. Responsibilities also include establishing stakeholders and other program partnerships, developing grant opportunities, transit operations and administration including budgeting, route / time schedule development, driver training / scheduling and procurement.
Duties and Responsibilities :
- Develop partnerships with local stakeholders, city governments, and other human service programs operating transit services to maximize availability of transit to area communities.
- Develop, implement and coordinate the appropriate use of funding received from the Colorado Department of Transportation, FTA and other funding sources.
- Identify and apply for available transit grant funding. Prepare all transit grant applications, reports, invoices, correspondence, and other information as necessary.
- Oversee transit programs with federal, state and local government entities including grant management, monthly reporting / reimbursement and procurement of transit vehicles.
- Oversee all day-to-day operations of the transit program.
- Lead and motivate SCCOG transit staff towards meeting goals and objectives in a positive manner. Develop and maintain effective working relationships with co-workers, the public and management.
- Develop and maintain positive working relationships with grant partners, CDOT, FTA, vendors and other community partners.
- Have knowledge of all pertinent SCCOG and transit policies and procedures.
- Responsible for the accurate reporting of transportation data according to the requirements of the CDOT Division of Transit and Rail Unit and Statewide COTRAMS data base and federal TRANS database.
- Ensure compliance with the requirements of Federal Transit Administration (FTA) and SCCOG transit rules and regulations. Supervise safety training programs and complete associated documentation. Maintain appropriate contract compliance records.
- Prepare and manage the annual transit budget in conjunction with the SCCOG budget process. Effectively and efficiently manage all resources of the transit program.
- Oversee and maintain drug and alcohol compliance records consistent with FTA requirements for the transit program.
- Procure new transit vehicles and other equipment in accordance with CDOT regulations.
- Ensure vehicle maintenance is scheduled and completed for the transit fleet.
- Responsible for the hiring and training of new staff and coaching and ongoing development (professional and compliance) of all Transit Staff.
- Provide leadership, coaching and clear directions to ensure that all Transit employees understand their job responsibilities and expectations. Provide supervision and conduct evaluations to ensure that employees perform their jobs efficiently and according to established policies and procedures.
- Positively represent the SCCOG Transit program at both internal and external meetings as required.
- Recognize, avoid, and correct unsafe conditions in the work environment and transit fleet including situations of liability for the agency.
- Oversee compliance with Health Insurance Portability and Accountability Act (HIPAA).
- Maintains a commitment to SCCOG vision by fostering a work culture that embraces teamwork, independent thinking, and high degree of co-worker support and respect.
- Any other duties and projects assigned by the SCCOG Executive Director.
- Regional travel required.
Knowledge, Skills and Abilities :
Must possess : Significant professional experience in transit operations. The ability to communicate effectively in written and oral format; ability to work effectively with other employees, officials and the public; ability to organize staff and time to minimize expenditures and have excellent skills in supervision and delegation of tasks. Maintain a working knowledge of all South Central Council of Governments Programs to assist in educating the public while being the subject matter expert on all current pertinent Transit program documents.
Working Conditions
This job operates in a professional office environment. This role routinely uses standard office equipment including, but not limited to computers, phones, photocopiers, electronic postage meter, filing cabinets and fax machines.
