Position Title: Manager, Human Resources
Location: Shreveport Job Corps Center, Shreveport, LA
Reports To: Center Director
The Manager, Human Resources position provides support for a U.S Department of Labor Job Corps contractor. The Job Corps program is a federally-funded residential training program. The mission of Job Corps is to provide career-ready technical and academic training and job placement assistance to program eligible youth ages 16-24.
Summary of Duties:
This position provides management and supervision of the Center’s Human Resource function. The Human Resources Manager provides guidance, counsel, instruction, and support to center staff on all matters relating directly or indirectly to the identification, growth, and development of human capital. Analyzes human resources policies and procedures and uses proper judgment and discretion to resolve issues and problems and ensures strict confidentiality of sensitive information.
The Manager, Human Resources Must:

Key Areas of Responsibilities:

Administers the Center’s Human Resources activity, including recruiting, screening,
interviewing, hiring, discipline and terminations. - Maintains a vacancy and turnover rate at or below the Center standard.
- Fills staff vacancies in a timely manner.
- Ensures early or on-time completion of staff evaluations resulting in zero late evaluations.
- Oversees the Center staff training activities, which includes developing, coordinating and administering the Center Staff Training Plan.
- Oversees the collection and maintenance of personnel data for HRIS and reporting purposes.
- Oversees the preparation of HR reports.
- Ensures a nondiscriminatory work environment and equal treatment of all Center staff.
- Conducts annual wage and salary surveys to ensure that the Center is able to attract and retain qualified staff.
- Investigates and resolves staff issues and complaints in accordance with Company policies and procedures.
- Administers the Center fringe benefit programs
- Administers the staff evaluation, merit, and incentive and bonus programs.
- Administers the staff mentoring program.
- Maintains required employee files, logs and related documentation.
- Responds timely and completely to Company requests.
- Conducts periodic internal HR compliance audits.
- Responsible for maintaining a cooperative and effective working relationship with other Center departments.
- Provides management advice and assistance to supervisory/management level staff.
- Assists Center staff in understanding and resolving employee relations and benefit matters
- Functions as the student EEO Officer and oversees the staff EEO Officer.
- Coordinates staff assistance programs, e.g., substance abuse, etc.
- Effectively motivates, empowers and requires staff to perform his/her job responsibilities. Holds staff accountable for producing quality work, develops staff for career progression and disciplines staff members who fail to meet goals.
- Employs sound time management and delegation skills.
- Provides required/supplemental training for new and current employees.
- Align HR processes through performance management, staffing, learning, communication, compensation and benefits, legal compliance and satisfaction surveys and prepares HR reports.
- Monitors HR and employment practices to ensure regulatory compliance. Participates in corporate and center assessments.

Ensures the implementation of Equal Employment Opportunity activities, writes and
implements the Veteran and Affirmative Action Plans annually with a focus on
attaining goals, investigates and resolves and/or refers EEO inquiries or claims. - Oversees the collection and maintenance of personnel data for HRIS and reporting purposes.
- Responsible for the management and development of Staff.

Ensure that the annual staff training plan addresses the needs of the company and
conforms to PRH and corporate requirements. - Develops and implements Standard Operating Procedures (SOPs).

Ensures center is compliant with all safety standards and expectations to include
proper workmen’s compensation reporting. - Ensures HR departments are in compliance with all DOL and Corporate requirements.
Education/Experience:
- Bachelor’s degree required. Master’s preferred.
- Minimum of 3 years related experience.
- Professional Human Resources Certification (PHR) highly desired.
Certifications/Licenses:
- Valid state driver’s license
- CPR/First Aid certifications
