SECURITY MANAGER

Position Title : Security Manager

Location : Fred G. Acosta Job Corps Center

Reports To : Community (Residential) Living Director

The Security Manager position provides support for a U.S Department of Labor Job Corps contractor. The Job Corps program is a federally-funded residential training program. The mission of Job Corps is to provide career-based technical and academic training and job placement assistance to program eligible youth ages 16-24.

Summary of Duties :

The Security Manager is responsible for the day to day functions of center security compliance with Job Corps program requirements, corporate guidelines and federal, state, and local regulations; to create and preserve an environment where Center’s staff, students, visitors are safe and well-protected.

Responsible for the organization and oversight all security operations of the Center. Develop security personnel and implement policies and procedures to maintain security standards.

Demonstrate excellent surveillance and emergency response skills; strong commitment to safety and security rules and knowledge of all hazards and threats to safety.

Responsible for effectively managing the center’s safety and security department to include planning, developing, implementing, overseeing, and integrating the Center’s safety and security program into overall center systems.

Ensures a secure living and working environment for students and staff. Conducts investigations of incidents with the goal of resolution and reduction of future occurrences. Uses proper judgment and discretion to resolve student and staff issues and concerns.

Implements policies and procedures required for Center safety, security and fire prevention operations and ensure that they are carried out in a humanistic and professional manner.

Responsible for the management of the department : Develops and implements Standard Operating Procedures (SOPs) and Center Operating Procedures (COPs). Ensures department is compliant with all Safety standards and expectations to include OSHA regulations, OFCCP regulations, DOL, Corporate and Center guidelines to include proper workmen’s compensation reporting. Serves as positive role model for students by reinforcing safety practices. Provide training to staff and operating in accordance with standards. Implements a strong, rigorous and relevant Safety program that includes safety cadets, incentives and quarterly health inspections rated at 98% or above. Stays up-to-date and compliant with all required training.

Key Areas of Responsibilities :

Develop and implement security policies, protocols and procedures

Acts as liaison between Center and federal, state, and local law enforcement agencies and conducts investigations : Comply with the agreements with law enforcement per PRH.

Coordinates and oversees search and seizure activities and conducts investigations as assigned. Implement and regulates the entry, exit and conduct of any person who seeking access to the Center.

Ensures the handling, securing and timely disposal of all illegal drugs and weapons in accordance with state and local law; ensure the timely disposal of unauthorized goods and ensuring they are not permitted on Center.

Ensures civil rights of students and staff are not violated and proceedings comply with DOL, Human Learning Systems, Center and legal guidelines.

Ensures proper and effective management of serious incidents involving students, staff, or facilities; investigate each significant incident, initiate appropriate action to resolve the incident; and identify and implement appropriate procedures to prevent recurrence as much as possible

Cultivates and maintains a climate on center which is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.

Investigate infractions of Center rules, regulations and violation of state and federal law.

Communicate with all departments to assess security needs.

Ensures security officers patrol or maintain assigned posts.

Demonstrates professional techniques used to secure from harm, theft or misuse of the grounds, property, student and personnel of the Center.

Maintains effective public contact and communication.

Ensures compliance with OSHA regulation and health and safety practices.

Ensures compliance with all DOL guidelines, regulations, Job Corps notices and bulletins, Human Learning Systems and center policies and procedures.

Serves as a positive role model for students by reinforcing security practices.

Conducts in-service training for department and Center staff as required.

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws; interviews, hires, and trains employees.

Plans, assigns, and directs work; including, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Coordinates and maintains overall safety throughout the Center in accordance with corporate and DOL and state / local jurisdictional requirements.

Manages the Center's DOL compliance issues, provide driver training, conduct fleet inspection, etc.

Ensures compliance with all DOL Fleet management / maintenance requirements including supervising drivers in the absence of the department manager.

Controls budgets for security operations and monitor expenses

Recruits, trains and supervises security officers and drivers

Attends meetings with other managers to determine operational needs

Plans and coordinates security operations for all events

Coordinates staff when responding to emergencies and alarms

Reviews reports on incidents and breaches; investigate and resolve issues; create reports for management of security status

Analyzes data to form proposals for improvement and implementations of policies and procedures

Accounts for, tracks all accidents / incidences that occur on or off Center relating to students / staff and entering all incidences according to procedures.

Conducts daily safety inspections of all areas on Center and complete required reporting.

Works with all departments to ensure all equipment is fully functional and meets compliance guidelines.

Develops and implements a productive Work-Based Learning program to include the development of students’ employability and social skills. Explores innovative ways to incorporate departmental functions into the student’s academic, CTT and leisure time learning. Must be responsive to students’ conduct, abilities, and needs.

Serves as a member of various committees as assigned by the Center Director : Serves as the lead for both the Center’s Safety Committee and the Student Government Association (SGA’s) Safety Committee.

Monitors budget and related areas for assigned department and maintains spending limits as applicable : Ensures equipment assigned to the department is properly accounted for and maintained in good condition. Tracks spending of staff each month. Provides feedback for over / underspending. Notifies the Center Director of repairs / costs above routine expenditures.

Develops Others : Establishes high level of mutual trust and support with others. Expresses positive expectations of others, even in difficult situations. Creates a learning atmosphere. Reassures and encourages performance improvement. Provides timely coaching. Identifies successes and areas of improvement. Delegates tasks or responsibilities for the purpose of developing others’ abilities. Rewards good performance and promotes employee recognition. Ensures that departmental staff completes all DOL, Corporate and Center training as required and demonstrates competencies accordingly. Participates on an SGA committee. Develops a Work-based Learning site in the department.

Displays management effectiveness : Builds pride and commitment though effective teamwork and collaboration. Adheres to established company policies and procedures, and supports all programs. Delivers timely coaching and conducts employee evaluations when scheduled. Makes effective use of time, materials and resources by planning, scheduling and organizing work. Communicates in an open and honest manner. Sets appropriate performance goals for staff.

Demonstrates excellent decision-making and problem-solving skills : Hires and promotes employees based on sound decision-making ability. Improves processes within department, emphasizing quality and efficiency. Anticipates and resolves problems, demonstrating good judgment. Provides leadership in developing and implementing solutions.

All staff are required to model professional workplace behavior, mentor students on demonstration of professional workplace behavior and monitor their successful demonstration of these standards and expectations.

Workplace Standards :

Maintains required certifications and / or licenses including a valid driver’s license and insurance when required by position. Does not engage in activities other than official business during working hours. Reports significant / major incidents or accidents. Cooperates in external / internal investigations as requested. Completes PRH, Corporate and Center training as required and demonstrates competencies accordingly. Complies with DOL, Corporate and Center guidelines.

Credentials :

Education and Experience Bachelor’s Degree in Criminal Justice or related field. Combination of education and experience may be substituted for degree on a year-for-year basis.

Certifications, Licenses, Registration Valid state driver’s license; CPR / First Aid certifications

Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
