JOB OBJECTIVES: Incumbent is responsible for designing and planning federal, state and locally funded projects for the improvement of County and Township highways, bridges and culverts; providing advanced professional engineering direction and supervision to the office technicians and survey crew, in the office and in the field; Under the general direction of the Assistant County Engineer.

Essential Job Functions
- Planning, designing, reviewing, and coordinating construction improvements of roads, bridges, and culverts maintained by the department;
- Preparing and coordinating engineering work between the County and the State, the Townships, and other agencies, as well as the general public;
- Assigning, supervising, and assisting with work of the office engineering technicians and field surveying personnel.
- Generating, maintaining, and updating detailed standard drawings for use by county personnel and designers doing work within County Right of Way;
- Calculating drainage areas and sizing drainage structures;
- Designing Roads and drainage systems as requested;
- Coordinating the Review of proposed subdivision improvement plans for compliance with County subdivision standards;
- Reviewing Right of Way permits as needed along County and Township highways

Job Requirements
Critical Skills/Expertise:
- Extensive comprehensive knowledge, skill, ability, and experience in applying principles and theories related to civil engineering, public works construction, bridge design, hydraulic design, structural design, surveying, civil construction inspection, and detailing;
- Knowledge of management and supervisory practices and techniques;
- Knowledge of safety practices and procedures, State and Federal bridge and highway design standards, department rules, County Subdivision Regulations, Manual of Uniform Traffic Control Devices, regulations, policies and procedures;
- Ability to communicate effectively, both orally and in writing.
