Description of Position:
The mission of New Horizons is to support people to achieve self-reliance, exercise control over their lives and realize their dreams and desires. The Quality Assurance/Representative Payee Assistant is responsible for assisting in quality assurance supports pertinent to the policies and procedures related to supports provided by New Horizons. A key responsibility will be to work closely with all stakeholders in achieving ongoing excellence in supports provided by New Horizons in compliance with all policies and procedures, state and federal regulations, and requirements of CQL accreditation. They are also responsible for fiscal management of government benefits as allocated and assigned from Social Security Administration, Department of Social Services, and Veteran Affairs.
Position Details:
Full Time: 40 hours per week, Monday - Friday
Shift: Days
Pay Range: $17-$18
Role & Responsibilities:
- Responsible for maintaining and upkeep of peoples financial files and records.
- Serves as the primary contact person with Social Security Administration, Department of Veteran Affairs, financial institute where benefit money is located, and for any financial questions about the Representative Payee account.
- Participates in requested planning meetings and implementing team recommendations, if within Social Security guidelines.
- Maintains a positive and professional working relationship with participants, families, guardians, staff, state agencies, case managers and other professionals.
- Communicates with the participants team to review any financial problems or changes that call for review when indicated.
- Maintains all financial documentation necessary as required by agency policy, and applicable accrediting/licensing bodies.
- Completes, obtains, disseminates, updates and files all applicable forms/reports.
- Completes all required forms to SSA, Veteran Affairs, and other entities as needed, if we are payee.
- Co-plans, conducts, and attends extracurricular activities, workshops, in-services, and meetings as necessary at New Horizons or in the community. Travel may be required.
- Advocates for participants. Ensures participant choices and preference are elicited and respected.
- Utilize community resources in the development of programs and services.
- Ability to assist participants in accessing resourced and interacting in the community.
- Reviews and compiles participant files selected for the SMART review.
- Maintain up to date ledger of payee accounts, including balances in burial accounts and trip accounts.
- Assist participant and family in getting ABLE account set up with financial advisor, if applicable and desired.
- Assists with federal income taxes, if applicable.
- Pay bills in a timely manner.
- Monitor accounts monthly for needed spend downs to avoid overpayments or ineligibility.
- Assist with quarterly quality assistance file audits
Other functions:
- Performs other reasonably related duties as assigned.
- Keeps abreast of developments in the field through personal contacts, literature, and workshops.
- Complete goals and objectives of team/department.
Work Environment:
The usual and customary methods of performing the jobs functions require the following physical demands:
- Sitting (extended periods of time),
- Looking at a computer monitor or multiple monitors for extended periods of time,
- Standing,
- Some lifting,
- Carrying,
- Pushing and/or pulling (i.e. wheelchairs),
- Some climbing and balancing (i.e. stairs),
- Some stooping, kneeling, crouching, and
- Significant fine finger dexterity.
The job may require you to leave the office and under a variety of conditions.
- High School Diploma or GED.
- Satisfactory work related and character references.
- Knowledge of money management, financial skills preferred.
- Knowledge of computers.
- Experience with people with Developmental Disabilities is preferred.
Licenses/Required Testing:
- Valid drivers license and evidence of insurability.
- Must be able to successfully complete agency drivers training course.
- Must be able to pass a pre-employment drug test.
- Successful completion of criminal background check.
- Must be able to pass background check at financial institution where the representative payee accounts are held.
- Ability to complete all necessary orientation training (CPR, First Aid, Behavior 101, OSHA, Rights and Abuse, and any other required training)
The Board of Directors of the Human Service Agency shall have the prerogative to hire staff whose qualifications may vary from the above. This position requires access to Electronic Personal Health Information (EPHI). Current HSA Policies and Procedures apply. It is the responsibility of the employee to read, understand, and comply with HSA policies and procedures that apply to protected information and security. Questions about EPHI and HSA Policies should be directed to the HSA Security Officer. The Board of Directors of the Human Service Agency shall have the prerogative to hire staff whose qualifications may vary from the above. Services provided by HSA will be welcoming, accessible, integrated, and responsive to the complex needs of people with co-occurring disorders/conditions.
