This individual will serve as the supervisor for the Law Enforcement Assisted Diversion (LEAD) Case Management Unit. LEAD is a system-change initiative in which individuals can be diverted from arrest to long-term, harm-reduction-focused case management. The LEAD Case Management Supervisor, under the direction of an HSAO Unit Manager, coordinates the activities, management, and the service delivery that is provided by LEAD Program. The supervisor will be responsible for ensuring that the Case Managers within their program provide advocacy, assessment, outreach, linkage, and assist with the acquisition and coordination of resources and services for the identified clients in the program. This position requires an individual with analytical skills and clinical knowledge. The work is complex and involves interaction with clients, their families, community service providers, and system partners.

Skills And Knowledge
Master’s degree and, at least, two years’ work experience working directly with persons with behavioral health needs or persons involved in the criminal justice system. Or Bachelor’s degree and three years work experience working directly with persons with behavioral health needs or persons involved in the criminal justice system. Master’s degree and supervisory experience preferred.

Duties And Responsibilities
- Ability to conduct interviews and provide recommendations to the Executive Director
- Coordinate with other LEAD Project Management and County Partners
- Under the direction of the Unit Manager, Supervisor will participate in meetings and trainings with law enforcement, non-profit organizations, and other entities to further expand the LEAD initiative
- Provide individual supervision and ongoing training to LEAD Case Managers
- Utilize electronic health record in regards to program evaluation, statistics and data analysis
- Conduct group supervision
- Supervise planning and scheduling of day-to-day operations
- Ensure timely and accurate written documentation by Case Managers
- Supervise unit team leader (if applicable)
- Resolve personnel issues along with the Unit Manager and Executive Director
- Monitor program and staff service delivery to assure accuracy and regulatory procedures
- Orientation and training of new hires
- Attend in service and training as required
- Assist Executive and Unit Manager in arranging for staff development and training opportunities
- Complete timely monthly reporting to Executive Director and Unit Manager.
- Report unusual incidents, trends, and problems to the Executive and Unit Manager
- Authorize personal time off and staff hours, as well as educational requirements for Case Managers
- Initiate, prepare, and review staff performance evaluation reports yearly
- Assist Case Managers in appropriate planning for their individuals
- Assistance in Continuous Quality Improvement
- Maintain small active caseload on an as needed basis
- Collaboration with LEAD system partners, including but not limited to LEAD Project Management Staff, Law Enforcement Officers and Leadership, and County and City partners.
- Participation in ongoing meetings with system partners, including but not limited to the Operational Workgroup meeting
- Participate as a member of the internal management team that links the activities of the various units and provides for quality assurance within the agency
- Attend related conferences and seminars as requested
- Accomplish goals identified in yearly Leadership plans as assigned by the Executive Director
- Perform other duties as assigned
- Ensure use of harm reduction techniques and client driven goals

- Strong familiarity with systems impacting the clients we serve, including but not limited to, behavioral health, criminal justice system, drug & alcohol, and housing
- Knowledge of related theories, principles, and techniques involved in service delivery
- Possess Acts 33/34 and FBI clearances
- Obtain yearly Institutional Clearances through the National Crimes Informational Center (NCIC) conducted by The Internal Affairs Dept of the Allegheny County Jail
- Have a valid Pennsylvania motor vehicle license, access to a personal vehicle, and have maximum auto insurance on any employee driven vehicle
