DEFINITION
What You'll Do:
This position is responsible for a variety of duties, including;
- Development and monitoring of the Behavioral Health budget
- Oversight and control of the daily operations of Behavioral Health’s Fiscal Unit and Claims Data Management
- Representation of the department at state-level meetings such as the California Behavioral Health Director’s Association (CBHDA) and others\
- Responsibility for the hiring, evaluation, corrective action plans, and separation/termination of staff under this position’s supervision
- Reviewing, interpreting, and implementing current and future regulations and policies passed at the federal, state, and local government levels that impact Behavioral Health’s funding and claiming
A typical schedule for this position is Monday through Friday, 8am - 5 pm.
Under direction, plans, coordinates, and performs budgetary and fiscal functions of a County department or division; coordinates budgetary and administrative matters with staff in other programs; supervises, assigns and directs the work of professional and support staff; performs related work as required.
DISTINGUISHING CHARACTERISTICS
This class has responsibility for the fiscal and budgetary operations of a County department, branch or division as well as responsibility for coordinating budgetary and related administrative issues with other County departments or programs. This position also supervises the work of professional and support staff. Incumbents are expected to exercise a high degree of independent judgment and decision making in performing fiscal and administrative duties.
EXAMPLES OF DUTIES
- Directs, coordinates, and participates in the development and administration of a department, branch, and/or division budget.
- Advises managers on matters relating to fiscal policy and provides technical assistance and support to staff; participates in program planning and development.
- Confers with staff in other divisions and programs to determine how to most effectively utilize funding, staff and other resources.
- Develops policies and procedures; coordinates with other County staff to implement new policies and procedures; works with managers to ensure consistent fiscal practices and to resolve problems.
- Supervises, assigns, and reviews the work of assigned professional and support staff.
- Participates in the selection of staff, evaluates employee performance, counsels employees, and recommends initial disciplinary actions and other personnel decisions.
- Participates in the development and implementation of fiscal systems prepares and directs the preparation of a variety of fiscal and budgetary reports.
- Directs and participates in a wide variety of financial and budgetary studies and other special projects.
- May direct, oversee, coordinate and/or assist in preparing requests for grant funding, monitoring grant expenditures and preparing periodic reports relating to the expenditure of grant funds.
- Meets with representatives of the State, other agencies and community groups, makes presentations to the Board of Supervisors, and represents the department in meetings.
- Reviews and analyzes legislation, funding allocations, and State and Federal regulations and guidelines to determine the potential impact on departmental operations.
QUALIFICATIONS
Knowledge of:
- Principles and practices of budget development and administration.
- Principles and practices of governmental and fund accounting.
- Basic supervisory principles and practices.
- Principles and practices of business data processing, particularly related to the processing of accounting information.
- Administrative principles and methods, including goal setting, program development and implementation, and administration.
- Applicable laws, rules, regulations, and ordinances.
Skill in:
- Analyzing complex fiscal and budgetary problems, evaluating alternatives and recommending effective courses of action.
- Developing and implementing goals, objectives, policies, procedures and work standards.
- Planning, directing and reviewing the work of assigned staff.
- Selecting staff and providing for their training and professional development.
- Collecting, evaluating and interpreting narrative and statistical data pertaining to fiscal and management matters.
- Understanding, interpreting and applying laws and regulations.
- Exercising sound independent judgment within established policy guidelines.
- Preparing clear and concise reports, correspondence, and other written records.
- Establishing and maintaining effective working relation-ships with those contacted in the course of work.
Desirable Education and Experience:
A typical way to obtain the knowledge and skill outlined above is:
Equivalent to graduation from a four-year college or university with major coursework in accounting, finance or a closely related field and two years of professional level experience in administrative, budgetary, or similar work.

PROBATIONARY PERIOD
Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
