Road Maintenance Supervisor - Crusher Crew

  • This is a department promotional recruitment. Department promotional recruitments are only open to permanent status County employees that are currently employed within the vacant positions department.

Under direction, plans, organizes and directs the work of several crews performing road repair, maintenance and construction; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is the first full supervisory level in road maintenance work. Incumbents plan, organize, schedule, assign and direct the work of several crews and provide technical assistance as necessary. This class is distinguished from Road Superintendent in that the latter manages the day to day maintenance activities of road, bridge, sign, roving and crusher crews.

EXAMPLES OF DUTIES

  • Plans, organizes, schedules, assigns, supervises, reviews and evaluates the work of several crews engaged in road maintenance or crusher operations work.
  • Instructs and provides for the training of crew members in work methods, use of tools and equipment and relevant safety precautions.
  • Inspects job sites to determine work required and to evaluate performance.
  • Recommends and implements disciplinary action as necessary.
  • Estimates personnel, material and equipment requirements for assigned jobs; prepares and submits requests for same.
  • Provides technical assistance to crews in resolving difficult problems encountered.
  • Prepares and maintains a variety of reports and records, including timecards, worksheets, accident reports and maintenance requests.
  • Orders and maintains an adequate inventory to accomplish assigned jobs.
  • Responds to questions and complaints from the public, property owners, private contractors and others.
  • Recommends special work required or necessary equipment maintenance; reviews work upon completion.
  • Ensures that appropriate safety devices and equipment are being utilized; conducts safety meetings.
  • Coordinates activities with those of other divisions and departments and affected agencies.
  • May operate equipment and perform work as an on-site supervisor for major or difficult jobs.
  • Responds to emergency situations as necessary.
  • Investigates legal claims against the County related to assigned activities and prepares reports of findings.

QUALIFICATIONS

Knowledge of:
  • Principles and practices of employee supervision, including selection, training, work evaluation and discipline.
  • Methods, tools and equipment used in road maintenance, repair and construction work and crusher operations.
  • Safe work methods and safety practices pertaining to the work.
  • Operation and maintenance of a wide variety of equipment and hand and power tools used in the work.
  • Relevant codes and regulations.
Skill in:
  • Planning, estimating, coordinating, and scheduling the work of several crews.
  • Training staff in work procedures.
  • Preparing and maintaining a variety of accurate written records and reports pertaining to the work.
  • Reading and interpreting plans, maps and specifications and manuals.
  • Operating and maintaining equipment and tools used in the field.
  • Identifying and implementing effective courses of action to complete assigned work.
  • Coordinating crew assignments with other divisions, departments and agencies.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
Other Requirements:
Must possess a valid Class B California driver's license. Must be willing to work out of doors in all weather conditions and to work with exposure to traffic and possess sufficient strength and stamina to lift and carry objects weighing up to 50 pounds. Must be willing to respond to emergency situations during off-hours as required.

Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Two years of experience as a crew leader in road maintenance and construction work or in equipment operation at a level equivalent to the County's classes of Senior Road Maintenance Worker or Road Maintenance Worker III.

LICENSES

Some classifications require possession of valid professional and/or technical licenses. Some classifications may require the possession of a valid California driver’s license.


PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
