DEFINITION
The Payroll/Personnel Supervisor is responsible for overseeing the work of payroll/personnel staff in DHHS-Employee Services (ES) in support of DHHS Administration. ES payroll/personnel staff conduct and coordinate payroll and personnel activities for DHHS staff; these activities include processing payroll, coordinating recruitments, administering pre-employment Live Scans and clearance steps, processing employment changes, and facilitating DHHS New Employee Orientation. This position also works closely with the ES Deputy Director and Supervising Staff Services Analyst to ensure compliance with applicable County rules and Memorandums of Understanding (MOUs). Additionally, this position serves as a subject matter expert for DHHS programs regarding complex payroll and/or personnel inquiries. This is a Management & Confidential (M&C) position.

Under direction, supervises payroll and personnel functions and activities; provides difficult, technical, or specialized administrative office support; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This class is responsible for supervising and implementing payroll and personnel functions of a multi-branch department; responsible for planning, organizing, supervising and evaluating the work of a small specialized unit performing similar work or functions. The work also includes performance of difficult, complex or specialized administrative office support work that requires a high level of independence, initiative, and discretion.
EXAMPLES OF DUTIES
- Plans, schedules and directs payroll/personnel office support staff and activities of multi-branch department.
- Participates in the hiring of assigned staff, recommends selection for management approval, coordinates employee training, performs employee evaluations and implements disciplinary actions.
- Reviews and assures completeness and accuracy of timecards, verifies approvals and information for time off, call-back, on-call, compensatory time earned or used, and monitors documentation for all types of leaves; confers with others as needed.
- Reviews and assures accuracy and completeness for processing of personnel related paperwork.
- Prepares time reporting forms for paper and/or electronic submission of payroll to Payroll Division; processes corrections, receives and distributes paychecks.
- Collects, maintains and analyzes information and data, using spreadsheet and other software; prepares a variety of specialized reports and information on a scheduled and as requested basis.
- Monitors department vacancies and recruitment requests; maintains and reconciles department position control reports; records new allocations and disallocations.
- Coordinates and oversees orientation for new employees, including presenting and explaining County and department policies, assisting new employees with the completion of payroll and benefit forms, and issuance and completion of timecards and new employee forms; distributes and monitors keys.
- Establishes and oversees maintenance of personnel files for employees in accordance with applicable rules and regulations.
- Insures notification of supervisors of due dates for employee performance reports, monitors completion of scheduled reports, maintains schedule for specialized performance reports and notifies supervisors as appropriate.
- Coordinates the department interview process for regular and extra-help positions; prepares requests for recruitment and other documentation for submission to Personnel; participates on interview panels; verifies references and required licenses as needed.
- Serves as liaison between the department and County Payroll, the Personnel Department and the Risk Manager's Office.
- Coordinates the department safety committee, schedules and participates in safety inspections, performs workstation reviews and may represent the department on various safety related committees; coordinates scheduling of various worker's compensation visits and contacts.
- Maintains records of incidents, accidents, prepares forms and reports for submission to the Risk Manager; provides follow-up as requested.
- Prepares a variety of payroll and personnel documents for administrative staff; provides administration back up as needed.
- Provides in-put into the development of computerized reporting and data collection systems, works with department information systems staff in testing and revision of software as needed.
- Confers with and interprets policies, procedures and regulations to department staff; consults with and refers to Personnel as appropriate.
QUALIFICATIONS
Knowledge of:
- Basic supervisory principles and practices, including work planning, scheduling review, evaluation and employee training and discipline.
- Applicable laws, ordinances and regulations.
- Principles, practices, terminology and processes of the completion of an automated payroll system.
- Principles, practices, terminology and processes of a public personnel system.
- Office administrative practices and procedures, including the operation of standard office equipment.
- Principles and practices of business computer systems including word processing, spreadsheets, and the use of personal computing equipment.
- Correct English usage including spelling, grammar, punctuation and oral presentations.
- Safety procedures and requirements for reporting and documentation.

Desirable Education and Experience:
- A typical way to obtain the knowledge and skills outlined above is: Some college coursework in accounting, bookkeeping, human resources or a related field and five years of bookkeeping, payroll, accounting, personnel or similar experience which at least two years were using an automated system and directing the work of others.

PROBATIONARY PERIOD
Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
