Project Manager Quality Assurance and Quality Control Officer (QAQC Officer)

Job Description
The Project Manager (PM) will manage the development of construction projects for HE from inception (planning, estimating and writing cost proposals) to submittal reviews with the Engineer of Record, through construction (including project closeout and invoicing).
There will also be a specific focus on Quality Control management on their own projects (adhering to specs). QC Officer will perform on-site assessments of construction projects and ensure the Quality Control plan is implemented as directed.
Duties and Responsibilities:
- Manage inception of projects for public and private sector construction with the goal of producing quality work that HE can stand behind.
- All Public sector work needs to be delivered in accordance with MBTA policy and procedures and it is the PM responsibility to be aware of what each of these protocols are.
- Go on site visits to review potential work and both report to colleagues and/or prepare cost proposals on your own for the project inspected. EXPERIENCE WITH ESTIMATING IS HIGHLY DESIRED.
- Prepare and write a Quality Control Plan (QC) for HE’s constructions project as necessary for the MBTA.
- Perform inspections and informal audits during construction to ensure compliance with approved QC plan(s).
- Provide subject matter expertise and technical guidance regarding QC inspections and testing and report to the General Manager.
- Inspect sub-contractor and vendor work to assure compliance with approved QC plan and other relevant federal/state/overseeing jurisdictions.
- Work with overseeing jurisdictions to verify non-conforming work is resolved in accordance with approved procedure(s).
- Review MBTA or overseeing jurisdictions acceptance requirements for conformance with specified criteria.
- Perform all other duties that may be assigned.
Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution in Engineering, Construction Management, or related field.
- Two (2) years of experience in Construction, Engineering or related fields
- Formal Quality Control training from a recognized agency (NTI, NETTCP, NICET, or similar), or ability to do so after joining HE.
- Demonstrated performance of routine audits to ensure compliance of regulations.
- Capable of reviewing contract drawings, specifications, standards, shop drawings, and other technical documents related to construction contracts.
- Strong interpersonal, conflict resolution, and good written and oral communication skills.
- The ability to use Microsoft Word, Excel, and PowerPoint computer applications.
- The ability to address large groups as well as the ability to handle potentially sensitive situations with construction contractors and engineering consultants.
- Must possess a valid driver's license without infractions under MassDOT policy.
- Must have ability to manage multiple projects and tasks.
