Essential Duties and Responsibilities
Strategic Leadership & Capital Planning
- Leads the district’s comprehensive capital improvement strategy, ensuring that new construction, renovations, and infrastructure investments align with student enrollment trends and instructional priorities.
- Develops and implements multi-year capital plans, addressing both current and future infrastructure needs to support outstanding teaching and learning environments. Forecasts project phasing to maintain current facilities.
- Establishes a data-driven approach to facility planning, ensuring capital decisions are informed by enrollment projections, instructional program needs, and emerging workforce trends. Establishes priorities for maintenance and repair, considering stakeholder feedback.
- Collaborates with district leadership, instructional teams, and community partners to ensure facilities support evolving academic pathways and workforce preparation programs.
Construction & Project Management
- Provides oversight of capital project planning, design, and execution, ensuring alignment with the district’s comprehensive capital improvement strategy, ensuring timely, cost-effective, and high-quality project delivery.
- Supervises project teams, including architects, engineers, contractors, and consultants, ensuring compliance with district goals, safety regulations, and budget constraints.
- Effectively communicates with project teams to ensure timely feedback between decision-makers and designers in relation to the project schedule.
- Reviews and oversees architectural and engineering work for compliance with project goals, budgets, and regulatory requirements.
- Implements best practices in project management, budgeting, and quality control, ensuring construction meets or exceeds regulatory and safety standards.
- Advances sustainability and energy efficiency initiatives, integrating modern learning environments with environmentally responsible design and technology.
- Coordinates with instructional and operational teams to ensure minimal disruption to learning environments during construction and renovation projects.
Operational Oversight & Workflow Innovation
- Supervises the Director of Operations, ensuring efficient management of maintenance, transportation, security, and asset management.
- Aligns capital planning with technology infrastructure improvements, supporting digital learning environments and operational efficiency.
- Modernizes procedural workflows and digitization efforts to enhance communication, project tracking, and interdepartmental collaboration.
Financial Oversight & Resource Prioritization
- Develops and oversees capital project budgets, ensuring fiscal responsibility, compliance with funding regulations, and alignment with instructional priorities.
- Explores innovative funding mechanisms, leveraging state, federal, and private resources to expand capital project capacity.
- Implements data-driven decision-making processes to assess facility investment priorities based on long-term cost efficiency, operational sustainability, and educational impact.
Stakeholder Engagement & Communication
- Leads engagement efforts with external partners, government agencies, and community organizations.
- Develops and delivers presentations on capital planning, construction progress, and facility priorities to the Board, Superintendent, school leaders, and community groups.
- Creates clear and timely methods for interdepartmental communication, ensuring smooth coordination between construction, maintenance, instructional leaders, and financial teams.
Personnel Development & Leadership
- Supervises, evaluates, and mentors capital project personnel as part of the broader personnel development and leadership strategy, ensuring a high-performing team dedicated to facility excellence.
- Facilitates professional development opportunities for construction and operations staff, ensuring they stay current with best practices in educational facility design, safety regulations, and sustainability initiatives.
- Supports leadership development within the department, identifying and nurturing future talent to maintain continuity in facilities planning and project execution.

Qualifications
Relevant industry certifications (e.g., CCM, PMP, LEED AP, OSHA 30) are preferred and strongly encouraged.
Education
- Bachelor’s degree in building science, architecture, engineering, or a related field required.
- Must possess a valid Alabama driver’s license.
Experience
- Minimum 10 years of experience in construction management, architecture, or engineering, with oversight of large-scale public works, commercial, industrial, or educational facility projects.
- Minimum 5 years of experience managing multiple concurrent projects from concept to closeout.
- Minimum 3 years of experience supervising architects, engineers, or construction management professionals.
- Experience as a site superintendent or foreman in construction projects is preferred.
Knowledge & Skills
- Strong understanding of commercial building design, construction, and maintenance, with the ability to oversee and collaborate with architects and engineers.
- Proficiency in contract administration, procurement, and project financing.
- Strong understanding of construction budgeting, scheduling, and financial analysis, including cash flow forecasting.
- Familiarity with local, state, and federal building codes, labor laws, and environmental regulations.
- Experience in sustainable facility design, energy efficiency, and modern school building practices.
- Proficiency in project scheduling and management software, including AutoCAD, Primavera P6, Microsoft Project, REVIT, or equivalent.
- Excellent leadership, collaboration, and communication skills, with a proven ability to engage stakeholders at all levels.
Terms of Employment
- Twelve-month position.
- Salary as recommended by the Superintendent and approved by the Board.
