General Purpose

Supervises the function of municipal power utility; hires, oversees the evaluation process for personnel. Develops and negotiates budget for the power department, monitors expenditures. Approves the purchasing of all major equipment in the department. Develops and implements policy to improve the effectiveness and efficiency of the power department.

Works under the general supervision of the Public Works Director.

Provides general supervision to all department personnel.

Essential Functions - ( Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.   • Provides and / or oversees Chief Administrative Services to all sections within the Power Department.
  • Responsible for power resource investigation, development, acquisition, and resource scheduling; Oversees recommendations to the Power Board and City Council; recommends and implements project designs, operating and maintenance parameters, schedules, and procedures for system-wide transmission, distribution, infrastructure, and facilities related to power resource.
  • Represents Hurricane City Power by serving on various governing boards and committees; works directly with Mayor's Office on government relations issues as they pertain to electrical utilities.
  • Acts as Hurricane's UAMPS and IPA's Representative upon Mayor's approval.
  • Serves in the capacity of primary staff contact between the Power Department and the Power Advisory Board.
  • Prepares Power Board agendas and presentations. Addresses City Council for action Items. Attends departmental, planning and city council meetings to offer recommendations on the approval or disapproval of future subdivisions or similar projects in relation to power system capabilities and impact
  • Provides information to the public regarding the structure and functions of a municipal power utility
  • Utilizes technical skills to design and process the power to various commercial and residential areas.
  • Assists in negotiations on right-of-ways, easements, and job planning.
  • Responsible for overseeing and providing management review and preparation of financing documents such as bond resolutions and engineering reports.
  • Presents budgetary requests annually; researches budget needs; compiles budget data; negotiates budget terms.
  • Responsible for all consultants necessary to complete Power Department activities.
  • Responsible for all construction and maintenance specifications; holds responsibility for all design work of system substations, overhead and underground distribution and transmission facilities, power generation facilities, dispatch and control facilities.
  • Participates in the development of project priorities and establishes deadlines; determines work teams and crews; establishes project standards and monitors work in progress to assure quality, safety, and timely completion.
  • Conducts field analysis of power distribution system to determine demand and anticipate system upgrades : coordinates with the consulting city engineer and other department heads in the construction of power service extensions; assist Power Coordinator in reviewing and preparing plans and specifications.
  • Identifies issues and problems from field observations, offers recommendations; conducts general technical analysis of line functions and operations, as needed, to anticipate and prevent problems; makes recommendations for line specifications on new construction and circuit enhancements.
  • Negotiates all power supply contracts; expedites contracts; oversees various power related studies; holds responsibility for forecasting power system requirements, loads and resource schedules.
  • May perform critical incident or emergency decisions related to city power systems and commits city resources.
  • Responsible for all system contract negotiations, development, and expedition.
  • Manages and evaluates employee performance; participates in the selection process and offers recommendations for hiring; delivers professional training and seminars to staff to assure quality work, efficiency, and effectiveness.
  • City duties require the employee to occasionally work outside of their normal job duties, such as flagging for parades, helping set up and take down fireworks, Peach Days, triathlon / marathon races, and other similar events. Other city projects may arise in which the employee is expected to forgo normal work duties to complete these projects.

Minimum Qualifications

  • Graduation from a college or a university with a bachelor's degree in electrical engineering, business or public administration and ten (10) years of progressively responsible experience at an electric utility.
  • Five to seven (5-7) years of which must have been at a supervisory or managerial level, or any equivalent combination of education and experience.
  • Special Qualifications

  • Preferred : Certified journey power lineman or substation technician (IBEW or IPSA) or background in municipal power operations.
  • Must possess a valid Utah Commercial Driver's License (CDL).
  • Successful completion of a pre-employment drug screening is required.
  • Must maintain annual continuing education requirements related to licenses and certifications.
  • Must be willing to take turn on-call in the event of emergencies.
  • Must be CPR certified and if not be certified within six (6) months of employment with the City.
  • Knowledge, Skills, and Abilities

  • Considerable knowledge of contract development and administration.
  • Thorough knowledge of general electrical engineering principles and practices; modern methods principles and practices of power transmission and distribution; EPA regulations and various environmental quality laws; equipment and materials used in construction and maintenance operations; current codes, standards, safety practices and principles involved in power utility operations.
  • Knowledge of State and Federal guidelines, rules and regulations applicable to electric utilities.
  • Skill in planning, directing, and managing the overall operations of a municipal electric utility, including developing / implementing policies and procedures, determining rates, and preparing and monitoring the budget, and preparing reports.
  • Ability to plan, coordinate, direct and supervise personnel; interpret laws, ordinances and regulations common to power utility operations; maintain operating records and prepare reports; establish and maintain effective working relationships with employees, other agencies and the public.
  • Skill in reviewing a variety of technical plans and drawings to ensure that they meet identified needs and comply with established standards of the electric power industry, as well as local, State, and Federal regulations.
  • Ability to communicate both verbally and in writing; ability to create effective working relationships with employees, the public, other departments and outside agencies.
  • Ability to effectively direct and manage human and material departmental resources.
  • Ability to translate technical data and information into an easily understood format for presentation.
  • Ability to detect and analyze production and workflow problems and to implement effective solutions.
  • Ability to analyze complex problems and identify solutions.

  • Typical Physical / Mental Demands / Working Conditions

    Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, sitting or standing for extended periods while assisting customers and while operating assigned office equipment. Walking, standing, stooping, sitting, reaching and light lifting. Talking, hearing and seeing essential in the performance of daily tasks. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability and critical thinking. Considerable exposure to stress as a result of human behavior, including dealing with unpleasant, angry or discourteous individuals as part of the job requirements.

    Condition of Employment

    Employee may be required to work extended or irregular hours such as nights, weekends and holidays. Hurricane City employment can require employees to occasionally work outside of their normal job duties to assist with city sponsored events and / or projects. The employee is expected to forgo normal work duties to assist with the completion of these events and / or projects. In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.
