General Purpose
Undertakes working-level field duties to locate and mark underground city utility lines and structures. Ensures compliance with safety regulations, code requirements, and the prevention of service disruptions.
Supervision Received
Works under the general supervision of the Public Works Director, or designee. Exercises no direct supervision.
Essential Functions - (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. - Responds to line location requests, verifying the nature and urgency of the request.
- Conducts thorough analysis and accurately marks underground utility lines.
- Completes emergency requests, including after-hours, holidays, and weekends promptly.
- Creates detailed physical records, manual maps, and geographic details.
- Coordinates with "Blue Stakes of Utah" as needed for blue stake requests.
- Conducts manhole surveys to check for damaged lids and rings.
- Operates various hand and power tools for the installation, maintenance, and repair of manholes.
- Drives and operates city heavy and technical equipment for sewer line maintenance.
- Monitors line condition, system flow, and takes flow meter readings.
- Acts as a safety flagman during highway operations.
- Assists in monitoring public works materials inventory.
- Processes material orders and interacts with vendors for timely ordering and delivery.
- Performs related duties as required.
Minimum Qualifications
- High school graduation with on-the-job specialized training.
- Two (2) years of progressively responsible experience in related duties.
- Equivalent combination of education and experience.
Knowledge, Skills, and Abilities
- Working knowledge of blue staking regulations, city collection system network, and sewer line construction.
- Basic knowledge of hazards associated with trench work and sewer line construction.
- Skill in using specialized equipment and diplomacy in cooperative problem-solving.
- Ability to adapt to emergencies, tolerate weather extremes, and communicate effectively.
- Must be 'Blue Stake/Location' certified and possess a Utah Driver's License, CDL preferred.
- Required certifications: 'flagger certified.'
- Ability to lift 70 lbs.
Typical Physical/Mental Demands/Working Conditions
Incumbent in this position normally work in an outdoor environment, subject to changing and seasonal weather extremes. Frequently, tasks require a variety of physical activities, generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting. Daily potential for hazardous exposure to electrical shock. Daily exposure to moving parts and equipment such as pumps, motors, heavy equipment, etc. Daily or regular exposure to traffic hazards working in the public right-of-way. Daily or regular exposure to hazards associated with trench work and confined space operations. Talking, hearing, and seeing essential to performing required job functions. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, and creative problem solving.
Condition of Employment
Employee may be required to work extended or irregular hours such as nights, weekends and holidays. Hurricane City employment can require employees to occasionally work outside of their normal job duties to assist with city sponsored events and/or projects. The employee, if assigned, is expected to work the duties to assist with the completion of these events and/or projects. In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.
