$62,816 - $94,224 depending on experience.

General Purpose
Performs a variety of administrative and technical duties related to the development and implementation of GIS systems; supervises GIS specialists or technicians in complex data entry and configuration functions. Provides coordination of all GIS programming, projects and system integration.
Supervision Received
Works under the general supervision of the City Engineer.
Essential Functions - (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. · Coordinates, develops, implements, operates, and maintains the City’s GIS databases, data layers, software, and systems.
· Coordinates, implements, operates, and maintains the City’s Web-based GIS applications (ArcGIS Online).
· Evaluates, maintains, installs, and upgrades hardware and software for the City’s GIS implementation. Establishes access to GIS data for all users.
· Establishes data collection procedures for GPS field collection of new public works infrastructure.
· Responds to requests by providing GIS maps, services, and support by applying GIS technology efficiently, effectively, and responsively.
· Supervises, directs, and coordinates the GIS activities of personnel and consultants by assigning work, determining priorities, and coordinating schedules.
· Oversees staff use of GIS hardware and software by providing training and technical support as necessary. Develops and implements training programs, manuals, and provides technical support to internal GIS users and City staff.
· Acts as the City’s representative to external agencies, consultants, and the general public regarding GIS needs. Provides perspective on intergovernmental GIS efforts and projects to City Council and staff.
· Attends various professional conferences and regional user-group meetings to research and investigate GIS industry techniques and products.
· Performs all other duties as assigned.
Minimum Qualifications
· A bachelor’s degree in Physical Geography, Geographic Information Systems, Cartography, Environmental Science, Infrastructure Planning Mapping and Engineering Practices or Computer Technologies.
· Four (4) years of full-time experience performing the above duties or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities
· Considerable knowledge of GIS database systems and ability to update and create maps using GIS software.
· A general understanding of data-collection equipment and extracting data from them to input into GIS.
· A general understanding of integrating GIS and SharePoint.
· Working knowledge of computers, GIS software/hardware and applications, servers, plotters, scanners, and office machines.
· Basic knowledge of drafting/design techniques and procedures.
· Skill in preparing documents and maps with accuracy and ability to proof documents for thoroughness and accuracy.
· Ability to interpret local ordinances, rules, and regulations on a basic level.
· Ability to read tax maps, surveys, design plans, and other site-related drawings.
· Ability to document and complete required records and reports.
· Ability to communicate effectively in oral and written forms.
· Ability to develop strong working relationships across all City departments and staff levels.
· Excellent knowledge of Windows OS and networking components, and a conceptual knowledge of Microsoft SQL Server database management and relational databases.
· Fundamental understanding of cartographic principles and best practices.
Typical Physical/Mental Demands/Working Conditions
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, sitting or standing for extended periods while assisting customers and while operating assigned office equipment. Walking, standing, stooping, sitting, reaching and light lifting. Talking, hearing and seeing essential in the performance of daily tasks. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability and critical thinking. Considerable exposure to stress as a result of human behavior, including dealing with unpleasant, angry or discourteous individuals as part of the job requirements.
Condition of Employment
Employee may be required to work extended or irregular hours such as nights, weekends and holidays. Hurricane City employment can require employees to occasionally work outside of their normal job duties to assist with city sponsored events and/or projects. The employee is expected to forgo normal work duties to assist with the completion of these events and/or projects. In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.
