POSITION SUMMARY

HyerTek is hiring a Proposal Writer to join our growing team and support multiple Federal solicitation responses for civilian and defense agencies. In this role, you will manage and coordinate HyerTek's complete proposal process, schedule, and production logistics. You will collaborate with technical experts, writers, and leadership to develop compliant, compelling proposals that adhere to company guidelines and industry best practices.

KEY RESPONSIBILITIES

Proposal Coordination & Planning

• Serve as the primary point of contact for all proposal-related communications.
• Analyze RFP/RFQ/RFI requirements, develop compliance matrices, and create response templates in alignment with solicitation instructions.
• Organize and lead proposal kick-off meetings; assign writing tasks, establish timelines, and set clear expectations for contributors.

Proposal Writing & Review

• Draft, edit, and finalize sections for technical, management, resume, and past performance volumes in collaboration with subject matter experts (SMEs).
• Oversee Pink, Red, and Gold Team reviews, consolidating comments and feedback to enhance proposal compliance and clarity.
• Work closely with SMEs to incorporate win themes, discriminators, and value propositions into all written content.

Production & Logistics

• Maintain version control and organize final production of proposals, ensuring on-time and compliant submissions.
• Coordinate with graphic designers to create appealing visuals that reinforce key proposal messaging.
• Leverage established templates and best practices to maintain consistency across documents.

Proposal Process Improvement

• Adhere to HyerTek's Standard Operating Procedures (SOPs) for proposal development; recommend enhancements to streamline workflow and boost quality.
• Identify process gaps and contribute to continual improvement initiatives, including template updates and standardized content repositories.
• Maintain and update proposal resources such as past performance references, boilerplate text, and resumes.

Tool Utilization

• Utilize tools such as Procurement Sciences, Unanet CRM, GovTribe, HigherGov, Microsoft Project, and SharePoint to organize and track proposal activities.
• Employ Microsoft Office Suite (Word, PowerPoint, Excel) for formatting, editing, and publishing final documents.
• Stay informed of new technologies or systems that can further optimize proposal management efficiency.

QUALIFICATIONS

• U.S. Citizen (no exceptions)
• 5 years of experience managing Federal proposal efforts, with exposure to DoD, DHS, HHS, DOT, Commerce, Treasury, and DOE-based agencies.
• Shipley or APMP certification (Foundation, Practitioner, or Professional).
• Demonstrated ability to conduct effective proposal kickoff meetings, color team reviews, and manage multiple concurrent deadlines.
• Strong understanding of Federal solicitation compliance requirements (RFP, RFQ, RFI).
• Excellent writing, editing, and communication skills; attention to detail is critical.
• Proficiency with Microsoft Office Suite and collaboration software (Teams, SharePoint).
• Experience with or understanding of FAR/DFARS regulations and a variety of contract vehicles (IDIQs, GWACs, etc.).
• Ability to work onsite in Rockville, MD, 1-2 days per week.
