TITLE: Planning and Construction Manager
QUALIFICATIONS:
- EXPERIENCE – Working knowledge of the programming, design, and construction process; working knowledge of planning principles and techniques; working knowledge of MS Word, MS Excel, MS PowerPoint, MS Project, AutoCAD; additional experience and working knowledge that applies to the position.
- EDUCATION/CERTIFICATION – Bachelor’s degree preferred in architecture, construction management, industrial technology, engineering, or related field, or equivalent in experience/certification.
- Physical and mental stamina and ability to perform job functions, tasks and duties.

TERMS OF
EMPLOYMENT: 12 Months
PAY GRADE: 36 (no degree)/37 (with degree)
JOB GOAL: Works with the Facilities Director to ensure that all educational facilities are planned and constructed in a manner consistent with the highest standards of efficiency, safety, economy, and quality.
PERFORMANCE RESPONSIBILITIES:
- Implements Board policy on all construction.
- Prepares A/E design packages, including design scopes, IQC work orders, and schedules.
- Reviews A/E submittals and prepares timely response letters.
- Reviews A/E pay applications, contractors’ pay applications, and testing invoices.
- Performs field inspections and prepares field observation reports.
- Investigates reports of faulty workmanship or materials in new construction and takes appropriate action under the terms of the guarantee.
- Represents Iberville Parish School Board at pre-bid, pre-construction, and monthly construction meetings.
- Maintains the construction database and prepares periodic project status reports.
- Coordinates bidding and contract execution with architects and contractors using AIA documents.
- Generates short- and long-term building needs and land purchases, working with other staff.
- Coordinates required inspections and related engineering programs with public agencies.
- Maintains liaison with governmental agencies having jurisdiction over or providing services to school buildings.
- Provides recommended resolutions of issues with local, state, and federal agencies and neighborhood groups.
- Makes recommendations on time extension requests, change order requests, assessment of liquidated damages, and reviews color schemes submitted by contract architects.
- Investigates problems involving property adjoining school construction project sites.
- Assists in coordinating the energy conservation efforts for the school system.
- Provides courteous and prompt service to all internal and external customers including students, parents, co-workers, etc. Schedules and/or attends conferences with parents. Prioritizes and addresses requests and assignments in a professional manner to develop cooperative relationships and to ensure that student and employee records confidentiality is assured.
- Identifies opportunities and recommends methods to improve service, work processes and financial performance, e.g. expense management. Assists in the implementation of quality improvement initiatives.
- Assists co-workers in the completion of tasks and assignments to ensure continuity of service. Orients new co-workers and actively supports teamwork throughout the school system
- Performs any additional duties assigned by the superintendent and/or evaluator.
