Project Background:
Providing timely access to care for Veterans is one of the Department of Veterans Affairs (VA) top priorities. In order to understand VA’s current state of access, the Veterans Health Administration (VHA) performed a programmatic and functional assessment of direct and community care. VHA has integrated direct and community care access to develop an Integrated Veteran Care (IVC) model to provide a transformative structure for optimizing access to care, improving outcomes, and strengthening enterprise decision-making.
The Integrated Informatics and Analytics (II&A) Program, a program under the Office of Integrated Care is committed to providing tools and support for VHA leadership and offices to make data-driven decisions by:
· Promoting better understanding and use of data and information technology
· Impacting clinical and business workflows to enable a high performing health system
· Leveraging predictive analytics and machine learning to improve healthcare delivery
Ibility is seeking a Senior Data Scientist who will be is responsible for conducting research, analyzing data, developing models, problem solving, and assisting program/project managers.
- Design data integrations and data quality framework
- Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc.
- Build appropriate analytics and machine learning tools that utilize the data pipeline to provide actionable insights into customer acquisition, operational efficiency, and other key business performance metrics
- Support data engineers, developers, and other data scientists in development and selection of data processing pipelines and machine learning models that are scalable and robust
- Evaluate and design statistical sampling plans and analytical procedures and processes
- Engage with organizations, Industry and Academia to conduct necessary stakeholder analysis to ensure data science projects support IVC and end-user requirements
- Develop and aid in the production of documents, roadmaps and strategies for data environment and architecture
- Provide support to the development of requirements documents and program baseline and program recommendations as appropriate
- Collaborate with analytics and business teams to improve data models that feed business intelligence tools, increasing data accessibility, and fostering data-driven decision making across the organization
- Implement processes and systems to monitor data quality, ensuring production data is always accurate and available for key stakeholders and business processes that depend on it
- Write unit/integration tests, contribute to project documentation and guidance
- Perform data analysis required to troubleshoot data related issues and assist in the resolution of data issues
- Bachelor’s or Master’s Degree in one of the following fields: Computer Science, Data Engineering, Data Science, Biostatistics and Clinical Informatics
- Deep understanding of machine learning and advanced analytics.
- Minimum of 7 years experience in data analytics and machine learning, including large or high dimensional datasets, statistical methods, and model refinement, especially within distributed computing environments (e.g., PySpark)
- Advanced Expertise in: Programming languages such as Python and R for performing modeling and analytics tasks and Data governance and quality frameworks, ensuring the integrity of production data and addressing issues related to data quality.
- Experience using primary literature to inform and develop modeling strategies, including the development of interpretable machine learning models.
- Experience with cloud computing environments, especially Azure and Databricks.
- Experience with data visualization tools such as Power BI, Tableau, or Looker.
- Excellent communication skills, both written and verbal, with the ability to develop and deliver comprehensive communication strategies.
- A happy and collaborative spirit, ready to laugh and have fun.
- High level of emotional intelligence is a must.
- Minimum of 7 years of experience supporting a large healthcare corporation or healthcare government agency
- Public sector experience and specifically within the Department of Veterans Affairs is preferred
