We are seeking a highly experienced Project Manager to lead and oversee program management services for our client’s water metering infrastructure upgrade.
Position Summary: The Program Manager will be responsible for managing the execution of a 3-year large-scale water metering infrastructure upgrade project. This role involves coordinating multiple vendors, ensuring contract compliance, and overseeing program milestones. The ideal candidate will have extensive experience in the utility sector, program management, vendor coordination, and engineering/operations project oversight. The ideal candidate will be comfortable outlining and planning all aspects of work related to a given project such as budget, timelines and teams. They will have strong communication skills that enable them to effectively communicate with all relevant teams. This individual should be able to foresee any problems related to the completion of a project and act in a timely manner to mitigate any issues.
Key Responsibilities:
- Develop and implement a comprehensive program management plan, including scheduling and risk management strategies.
- Lead and facilitate coordination meetings with external contractors and client project teams to track progress and address project roadblocks.
- Administer contracts, ensuring vendors adhere to contractual obligations and project specifications.
- Oversee vendor performance, work assignments, and inventory management to maintain project continuity and efficiency.
- Troubleshoot and help develop remediations to program performance barriers. Oversee implementation of such resolutions.
- Monitor and manage project budgets, reviewing financial reports, payables, and work-in-progress metrics.
- Handle emergency work allowances and change order requests, ensuring proper documentation and adherence to project scope.
- Develop project status reports and provide timely updates to the client team.
- Support contractor onboarding and develop standard operating procedures for mobilization and workflow management.
- Ensure compliance with M/WBE participation goals and provide necessary documentation and reports.
- Maintain project documentation, track project milestones, and ensure all reporting requirements are met.
Qualifications & Requirements:
- Bachelor’s degree in engineering or related field required; master’s degree preferred.
- PMP certification preferred.
- Minimum of 8 years of professional experience in project management within the utility sector, preferably water or infrastructure projects.
- Strong operational focus in monitoring field service projects.
- Demonstrated ability to manage large-scale infrastructure projects with multiple vendors and stakeholders.
- Strong knowledge of contract administration, vendor management, and government procurement processes.
- Experience with risk assessment and mitigation planning for engineering projects.
- Proficiency in project management tools and software, including MS Project, Primavera, or similar.
- Excellent communication, leadership, and negotiation skills.
- Ability to work in a hybrid environment with a regular on-site presence in New York City.
- Proficient in Microsoft Office suite
- Strong communication, organizational, analytical and critical thinking skills
Compensation: $150k - $175k per year (with benefits); or $100 to 125 per hour.
