IBSS is seeking a full-time Space Systems Engineering / Remote Sensing Scientist with advanced experience in the private space-based remote sensing industry. The candidate should be able to provide analysis of commercial space-based remote sensing technical capabilities and data product properties and audit system specifications and unenhanced data characteristics for space-based remote sensing systems.

This position follows a hybrid work schedule, requiring 3 days per week in the Washington, DC office.

Overview :

The division's mission is to regulate the operation of private remote-sensing space systems subject to the jurisdiction or control of the United States while preserving essential national security interests, foreign policy, and international obligations.

Commercial Remote Sensing Regulatory Affairs (CRSRA) is responsible for licensing and supervising the private space-based remote sensing industry. CRSRA's licensing activities include reviewing applications for granting, conditioning, modifying, and transferring licenses to operate private remote sensing space systems. CRSRA's supervision activities include initiating investigations and inquiries concerning compliance with license conditions, conducting in-field inspections of system-ground components, and developing investigation summaries and evidentiary documentation for enforcement action. CRSRA's jurisdiction is over the remote sensing payload and all components of the space and ground systems used to operate the payload and process or store the unenhanced data from the payload.

Key Responsibilities

Reviewing new remote sensing system applications as described in Appendix A of 15 CFR Part 960 (the regulations) to verify application completeness and identify technical capabilities of the system and properties of unenhanced data able to be generated by the remote sensing system

Providing engineering / science program support to the Commercial Remote Sensing Regulatory Affairs (CRSRA) office.

Performing analysis requiring remote sensing data, processing, imagery products, remote sensing payload, spacecraft, and ground systems knowledge.

Researching companies and emerging remote sensing technologies.

Facilitating coordination meetings with interagency government partners.

Participating in and preparing for the inspection of system compliance in orbit, including preparation through open-source research and construction of administrative records.

Preparing summary memos of inspections for senior officials, identifying and highlighting key information.

Composing and editing various documents, ensuring clarity, accuracy, and adherence to organizational standards.

Collaborating with team members to improve written communication and document quality.

Supporting the dissemination of information in ways that engage and inform stakeholders.

Education and Experience

It is required that the candidate have remote sensing payload analysis and / or remote sensing data processing and imagery analysis experience from the military / intelligence federal or contractor community OR without an educational requirement but more years of applied experience (8-10) OR a Bachelor's to Master's in aerospace engineering, remote sensing geology, or space-based geophysics with 5 years of applied experience in the remote sensing field.

It is required that the candidate has 6 years in commercial satellite development, launch, and monitoring.

Knowledge of remote sensing payload specifications, ground networks (including remote ground terminals and cloud infrastructure), and / or remote sensing data processing and analysis.

Experience using and evaluating remote sensing satellite technologies.

Strong engineering and / or scientific analysis capabilities.

Experience working with senior officials and understanding their communication needs is a plus.

Remote Sensing Skills

Highly proficient in discussing satellite sensing phenomenologies, such as electro-optical sensing, infrared sensing, imaging or sounding radar sensing, and other remote sensing payloads capable of collecting data on the Earth.

Advanced knowledge of remote sensing payload design, spacecraft requirements, and data products.

Knowledge of ground networks, including remote ground terminals and cloud infrastructure.

Knowledge of remote sensing data processing and analysis.

Communications Skills

Proven writing and editing skills, strongly emphasizing producing clear and impactful written communication.

Ability to write to an audience of attorneys and regulators.

Strong analytical, written, and oral communication skills.

Familiarity with communication strategies and best practices.

Project Management Skills

Ability to work collaboratively in a team environment while managing multiple tasks efficiently.

Comprehensive knowledge of project management techniques, including evaluation, development, and analysis, to support coordinated efforts across multiple offices or entities.

Attention to detail and a commitment to producing high-quality work.

Ability to forecast organizational needs.

Critical thinking skills with a firm grasp of government policies and programs that could impact commercial remote sensing.

Ability to explain complex technical subjects in accessible language and demonstrate tact when addressing sensitive or controversial topics.
