Cultural Resources Regional Lead

ICF is currently seeking a senior archaeologist to provide regional leadership in the Pacific Northwest and participate as a member of the leadership team for the Cultural Resources Management (CRM) service area based in our Environment & Planning Division.

The successful candidate will provide regional leadership in a dynamic, fast-paced environment on some of the region’s most influential and complex environmental compliance projects. Working in tandem with leadership for ICF’s Environment & Planning Division and CRM service area, the Regional Cultural Resources Manager will set the vision and drive growth for ICF’s CRM practice in the Pacific Northwest and help the team strive toward that vision on current projects, future pipeline, and as an active leader in the Pacific Northwest cultural resources community. This position is based in the Puget Sound region with the option to work remotely.

The ideal candidate will have a balance of experience in archaeological evaluation and analysis, regulatory compliance, project and personnel management, as well as business development. They will serve as a manager and mentor to junior- and mid-level ICF cultural resources professionals and help grow our Cultural Resources practice in the Pacific Northwest.

What you will be doing :

Provide senior-level resource lead and technical support in field and office settings, including technical approach development, task delegation, and QA / QC for reports or documents.

Evaluate resources for the National Register of Historic Places and various state registers in the region, develop resource management recommendations, assess project effects on resources, and provide high-level support to address complex resource challenges that require advanced technical or regulatory knowledge.

Lead business development efforts for the full range of cultural resources services, participate in events and conferences, and oversee outreach to teaming partners.

Collaborate with other ICF discipline leads to form BD strategies and pursue multi-disciplinary opportunities.

Manage projects related to environmental compliance and resource management, including client contact, budget control, invoicing, schedule, personnel allocation / planning, public interest facilitation, technical approach development, and subcontractor involvement.

Recruit, supervise, and mentor staff; collaborate with other ICF regional leads to ensure that the Cultural Resources practice maintains a robust and varied blend of capabilities.

Collaborate with internal and external clients to achieve long-term objectives and efficiencies.

What you must have (Minimum Qualifications)

Master’s in Anthropology or related field.

Minimum of 10 years of professional experience in cultural resources management.

Meets Secretary of the Interior’s Qualification Standards for Archaeology.

Minimum of 5 years of experience in project management.

Minimum of 5 years of experience supervising technical staff in cultural resources management.

What we would like you to have (Preferred Skills)

Registered Professional Archaeologist certification.

Advanced knowledge of NEPA and Section 106 regulatory requirements and state regulations in the region.

Experience with non-archaeological disciplines of CRM, including managing architectural history staff or management of projects addressing the historic built environment.

A history of working with private and public sector clients and regulatory agencies in the region; established relationships with renewable energy developers, SHPOs, BLM, and USFS a plus.

Experience consulting with Tribal Nations in the region on environmental compliance projects.

Knowledgeable in the archaeology and cultural history of the Pacific Northwest region.

Experience leading business development efforts within CRM.

Creativity in applying archaeological concepts to address regulatory requirements.

Leadership and mentoring skills to contribute to a progressive work environment for employee development and career fulfillment.

Excellent interpersonal skills and empathy.

A desire to excel and passion for rewarding work on complex environmental challenges in a team environment.

Demonstrated ability to think strategically and communicate clearly to clients, applicants, stakeholders, and agency staff.

Strong fieldwork skills including pedestrian and subsurface survey, testing and evaluation, as well as a working knowledge of GPS technology.
