Overview
We are seeking a skilled and experienced Senior Proposal Manager to support ICR proposal development efforts. The Proposal Manager will support Portfolio Leads, Capture Leads, Solution Architects and report to the Strategic Solutions Executive on a variety of competitive proposals. This individual is responsible for orchestrating the entire proposal lifecycle, from initial opportunity capture planning through proposal submission, in accordance with Shipley's best practices and methodologies.
This role requires an individual with the ability to effectively communicate internally with multi-disciplined engineers, finance, contracts and graphics artist, subcontractors and frequently with ICR senior leadership. External communication primarily consist of exchanges with US Government Contracting Officer Technical Representatives (COTR), contractor’s officers (CO) and System Engineering Technical Advisors (SETA) for several US Government customer is often necessary.
A successful candidate will possess strong leadership abilities, exceptional organizational skills, strong communication skills, and a proven track record of delivering winning proposals in a competitive environment.
Key Responsibilities
- Lead the development of high-quality proposals in response to government solicitations, requests for proposals (RFPs), Request for Information (RFI), Broad Area Announcements (BAA) and other procurement opportunities, adhering to Shipley's proposal development process.
- Collaborate closely with cross-functional teams, including technical experts, business development professionals, contracts, finance, and subcontractors, to gather information, define win themes, and develop compelling proposal content.
- Establish and maintain a detailed proposal schedule, ensuring alignment with customer deadlines and milestones, and actively manage proposal resources, including personnel and budget.
- Identify, assign, and manage proposal volume leads throughout the proposal development cycle
- Conduct thorough reviews of proposal documents to ensure compliance with customer requirements, solicitation instructions, and Shipley's quality standards, incorporating feedback from subject matter experts and reviewers as needed.
- Facilitate proposal kickoff meetings, strategy sessions, and color team reviews, providing guidance and direction to team members and stakeholders throughout the proposal development process.
- Implement continuous improvement initiatives to enhance the efficiency, effectiveness, and scalability of the proposal development process, leveraging Shipley's best practices, tools, and techniques.
- Serve as a primary point of contact for proposal-related communications with customers, subcontractors, and internal stakeholders, managing inquiries, clarifications, and negotiations with professionalism and diplomacy.
- Monitor and analyze industry trends, competitor activities, and customer preferences to inform proposal strategies and positioning, contributing to the overall success of the business development function.

- Maintenance, monitoring, and reporting pipeline metrics and trends
- Supporting strategic planning activities for the near and long term company interests
