Position Description :

This is an exciting opportunity for a talented and experienced senior .NET application architect and developer to join the Infrastructure and Economic IT Delivery Center's (IED DC) Bureau of Data Management and Analytics team in the Commonwealth of PA.

The role involves developing data warehousing and business intelligence (DW / BI) solutions, including a custom-built enterprise business intelligence web portal, and supporting the development of medium to large .NET applications.

s a member of a dynamic team, you will be responsible for .NET development for multiple concurrent projects and will work on all the stages of the SDLC. You will have the opportunity to work with cutting-edge technologies such as .NET in Azure, C#, Angular, Entity Framework Core, ADO.Net, jQuery, Web / Rest API, Python, Spark, Azure web jobs, Azure DevOps for code repository, and Azure CI / CD for continuous integration and continuous deployment of the code, SAP BusinessObjects Business Intelligence SDK integration, Telerik UI controls integration, and databases such as Azure PostgreSQL, Azure SQL, Oracle . Your contributions will be critical to the success of the team and the organization.

Responsibilities :

• Involvement in all phases of Application development, including requirements gathering, design, and testing.
• Will perform senior-level software programming and analysis work to include functional and non-functional requirements and validation.
• Design and develop highly complex integrated system modules and business logic, code reviews, interfaces, database schemas, stored procedures, views, software testing, and debugging of programs and affiliated interfaces.
• Creation and evaluations of documents and presentations, software quality assurance, coordinating with other cross-functional technical team leads, assessing and reporting project status, developing an implementation plan with integrated Go or No-Go decision points and roll-back strategies, and documenting computer applications and team oversight for Software Life Cycle Management compliance.
• Provide expertise in one or more database environments.
• Hands-on development (estimated 75%) and other-related work (estimated 25%)

Skills and Experience :

1. Required : 10 years of IT experience.

2. Required : 7 years of .NET application development using C#, Angular, Entity Framework Core, ADO.Net, jQuery, Web / Rest API, Azure web jobs, Azure DevOps for code repository, Azure CI / CD for continuous integration and deployment & team lead experience.

3. Required : 5 years of Oracle development experience, including writing complex PL / SQL and performing performance tuning.

4. Required 5 years of Azure SQL development experience, including writing complex SQL and performing performance tuning.

5. Required 3 years of Azure Postgres development experience, including writing complex queries and performing performance tuning.

6. Required : 5 years : Data analysis and requirements gathering and testing.

7. Required : 5 years of experience with HTML5, CSS3, Angular, Bootstrap, Angular Material, TypeScript, jQuery Mobile, JSON, XML.

8. Desired 2 years of experience with Python, Powershell scripting,

9. Desired 2 years of experience with SAP Business Intelligence SDK integration and Telerik UI controls integration.

10. Required : Strong oral and written communication skills.

11. Must know Angular application development and accessible web applications and website content following the W3C Web Content Accessibility Guidelines (WCAG)

12. Proven experience in analyzing and designing applications to functional and technical programming standards, developing the applications / new business processes and programming solutions as directed by business and technical stakeholders.

13. Solid understanding of user-centered design principles, excellent visual design skills, great technical know-how, and proven expertise in interaction design.

14. Proven experience working in a team environment, completing assigned tasks, determining time estimates and schedules for work, and excellent written and verbal communication skills.

15. Proven ability to present complex technical constructs to business and non-technical users and to make best practice recommendations based on past work.

16. Subject Matter Expertise (SME) developing and supporting highly complex web applications.
