The Division of Licensing & Certification, Bureau of Facility Standards, is seeking a Quality Improvement Director in Boise . The incumbent will oversee the Quality Improvement Program and supervise assigned staff to ensure the Bureau meets federal and state regulatory requirements. This position will customize and develop training for staff to execute the objectives, rules, and regulations set forth by the State of Idaho and the Centers for Medicare & Medicaid Services.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES :

Develop quality improvement plans for the Bureau of Facility Standards to ensure compliance with regulations set forth by CMS and the State of Idaho.

Manage a comprehensive statewide and federal learning and development program.

Promote learning initiatives within the Bureau of Facility Standards.

Analyze and interpret data to determine compliance with state and federal regulatory programs.

Supervise CMS (Centers for Medicare & Medicaid Services) technical operations.

MINIMUM QUALIFICATIONS :

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

Good knowledge of federal and state laws, rules, licensure and / or accreditation standards. Typically gained through at least two years' experience as a high-level nurse, or Administrator with a nursing background, or similar position with quality assurance responsibilities in a hospital, long term care, or juvenile corrective setting.

Experience developing long-term quality assurance / improvement goals, priorities, and performance standards applicable to hospital patient care programs, or residential care / treatment services in a long-term care facility, or residential care / treatment services for incarcerated youth. Typically gained by at least two years' experience developing and implementing, monitoring, revising plan / programs (High level Nurse, Quality Assurance Director, DNS, Administrator).

Some knowledge of training methods. Typically gained through successful completion of coursework or workshops of sixteen (16) hours or more covering communication concepts, learning styles, course design, and presentation skills. It may also be demonstrated through experience presenting formal training sessions to groups.

Good knowledge of hospital / facility functions and operations. Typically gained through at least two years' experience as a high-level nurse, or Administrator with a nursing background, or similar position with quality assurance responsibilities in a hospital, long term care, or juvenile corrective setting.

Good knowledge of quality assurance / improvement principles and evaluation methodologies applicable to hospital patient care programs, or residential care / treatment services in a long-term care facility, or residential care / treatment services for incarcerated youth. Typically gained through at least two years' experience as a high-level nurse, or Administrator with a nursing background, or similar position with quality assurance responsibilities in a hospital, long term care, or juvenile corrective setting.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Responsible for interpreting and applying Long Term Care and Acute and Continuing Care facility state rules and federal regulations and ensuring compliance, including the application of evidence-based practices. Typically gained by 1 year experience performing these duties.

Some knowledge of supervision; contract development. Typically gained by 1 year experience performing these duties.

Working with (Automated Survey Process Environment) ASPEN product. Typically gained by 1 year using ASPEN products.

Experience working with Internet Quality Improvement & Evaluation System (iQIES). Typically gained by 1 year experience performing these duties.

Experience leading, coordinating and training project teams. Typically gained by 6 months performing these duties.
