INL is seeking a multifaceted Counter-Intelligence Executive Director / Senior Counterintelligence Officer (SCIO) to deliver an effective and compliant Counterintelligence (CI) Program which protects the Laboratory and other Department of Energy (DOE) sites / facilities from hostile foreign intelligence and international terrorism threats.

This role reports to the INL Laboratory Director but is expected to have a strong partnership and working relationship with the Director for Counterintelligence, DOE Office of Intelligence and Counterintelligence (DOE-IN), for CI matters. The SCIO will lead the INL Field Office, the DOE CI Program field component located at INL which provides all CI support and services to more than 6,500 DOE-affiliated personnel located at INL, the DOE Operations Office, and the two prime contractors (Battelle Energy Alliance, LLC. , and Idaho Environmental Coalition , LLC) and all contractors or subcontractors performing work on or associated with INL.

Responsibilities :

The SCIO will have the opportunity to develop and execute a comprehensive CI Program which identifies and mitigates foreign threats posed to INL and other DOE facilities / sites. As such, the new SCIO must be capable of developing solutions to sophisticated CI-related problems for which no precedents or past practices may exist. In addition, extensive experience and command of the theory and principles in the specialized field of CI is crucial. Specifically, an in-depth knowledge of relevant executive orders (e.g., Executive Order 12333) and all applicable regulations, policy, procedures, and practices In addition, the SCIO will have extensive knowledge of and experience with applying CI concepts, principles, practices and laws, regulations, methods, and techniques.

The successful candidate will demonstrate a comprehensive knowledge of key foreign intelligence, international terrorist and technology-based collection threats directed against USG personnel, resources, information, facilities and programs. The capability to develop appropriate mitigation strategies and to deliver advice on a wide range of CI and other national security related concerns is crucial. Extensive knowledge and significant counterintelligence management experience within the U.S. Intelligence Community (USIC) organizations, missions and capabilities, as well as broad national counterintelligence and intelligence priorities is a must as well. The incumbent must have experience working in concert with the CI Program team (or other similar programs) to integrate CI awareness, analysis, cyber, collection and reporting, investigations, and briefing and debriefing programs to detect, deter, mitigate, and neutralize CI and terrorism threats to the USG.

The incumbent must also possess exemplary collaboration and communication skills. The position requires considerable written, classified briefing and presentations, and public speaking capabilities. . Additionally, incumbents must have extensive experience in management of an organization requiring priority-based allocations of funding, facilities, and human resources. Interpersonal skills that foster teamwork, inspire confidence, and indicate the ability to interact professionally across the laboratory, the DOE complex, and with liaison partners is highly preferred.

The incumbent is expected to be a multifaceted liaison with local representatives of the USIC and to represent INL and DOE-IN for all INL-CI-related matters. Anticipated contacts include the Laboratory’s Senior Leadership Team and other senior managers within INL / DOE (DOE Operations Office, Office of Nuclear Energy, and DOE-IN), senior level employees at other agencies and contractor organizations, as well as scientists, researchers and technical specialists within INL and the DOE complex.

Other Responsibilities Include :

Serving as the CI Program / Projects manager and lead the DOE CI Program implementation for INL and other assigned DOE. facilities / sites, to include strategic planning.

  • Serving as principal CI risk mitigation advisor to Laboratory Director and senior leadership, Idaho Site Manager, and other DOE federal and contractor staff within INL Field Office area of responsibility.
  • Maintaining concurrent accountability to DOE Office of Intelligence and Counterintelligence.
  • Overseeing the conduct of all CI investigations, inquiries, and assessments.
  • Acting as relationship manager with local USIC and law enforcement partners.
  • Leading, managing, and mentoring assigned Office staff.
  • Providing direct and timely advice and counsel to appropriate facility / site and DOE-IN senior management regarding CI issues and concerns.
  • Collaborate with other members of the senior leadership team to support INL's overall strategic goals.

Qualifications

Minimum Requirements :

  • Bachelor’s degree with 12 years of experience directly related to intelligence and / or counterintelligence disciplines; or a Master’s degree with 10 years of experience (or an equivalent combination of education and experience).
  • A record of distinction in the investigation and management of complex national security matters.
  • Ability to obtain a DOE Q clearance and SCI access, DOE Q and / or TS-SCI Clearance is preferred.

  • Job Information :

  • Hiring range is $214,300 to $285,600.
  • TDP : This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
