What are the responsibilities and job description for the Proposal Management Program Manager position at Idaho National Laboratory?
Idaho National Laboratory is hiring a Proposal Management Program Manager to work in our Business Management department. Our team works a 9x80 schedule located out of our Idaho Falls EROB facility with every other Friday off.
The Proposal Management Program Manager will execute strategy in support of providing INL researchers with expertise, tools, and training to improve the overall quality and compliance of INL-submitted proposals, while continuing to improve the efficiency of internal proposal processes.
You will report to the Director of Acquisition & Contracts Management.
Responsibilities Include :
- Development and implementation of strategies for communicating and monitoring compliance with Laboratory and DOE policies and procedures for proposal development and submission.
- Provide proactive outreach and communication to stakeholders on opportunities, new policies and procedures, and updated guidelines.
- Provide a system tool and user support for the incoming work process.
- Collaborate with stakeholders to derive strategic plans for incoming work.
- Acts as a resource for compliance questions and issues using existing knowledge, experience, and available resources (e.g., sponsor regulations, Laboratory policies) for supporting and / or providing guidance to researchers and other contributors.
- Provide advice, guidance, and support to proposal development teams.
- Actively monitor lab-wide proposal resource assignments, provide resource planning recommendations, and suggest adjustments, as necessary.
- Facilitate the application process by monitoring proposal reviews, approvals, and directorate submissions.
- Performs quality / compliance checks on proposal submittal packages, as needed.
- Support the Laboratory in navigating and educating proposals development teams on incoming work (sponsor) policies, procedures, tools, and systems.
- Regularly monitor regular proposal metrics, prepare reports, and provide leadership with analyses to inform decision making and portfolio management.
- Coordinate with various departments such as Legal, Technology Deployment, Research and Development Directorates, Export Control, and other necessary departments to ensure INL’s business interests are protected throughout the proposal process.
- Prepare and deliver proposal related training initiatives in areas such as policy, capture management, requirement identification, compliance, budget, and scope / narrative development.
- Drives continuous improvements and change management for incoming work processes.
Qualifications
Minimum Requirements :
Bachelor's degree in relevant field and a 5 years of experience in acquisitions and agreements along with 2 years of leadership experience
Job Information :
The target pay range for this position is ($121,553 - $186,899) annually. The full pay range is Salary Grade 530 ($105,516-$269,052). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

TDP : This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
