Idaho Power — located in vibrant Boise, Idaho — is looking for an IT Business System Development Leader to join our Information Technology team. It’s an exciting time to work for Idaho Power. While this position is based at Idaho Power’s downtown Boise location, we offer both flexible schedules and the opportunity to work up to 40% remote.
What does an IT Business System Development Leader do for us?
This role manages, directs, and leads a high-performance, customer-focused, team of IT professionals responsible for daily maintenance, support and new development of business-critical enterprise and non-enterprise systems, applications, and processes within the assigned area of responsibility. Typical activities include problem identification, troubleshooting, analysis, design, integration, testing, general maintenance, upgrades, and release into production of assigned systems/applications.
Provides leadership to the team and systems responsible for the day-to-day operations of the metering systems. This position develops, maintains, procures, and consults on the business specific applications and technologies that are used by Idaho Power for revenue billing and customer related use of the metering technologies. Additionally, this leader ensures the strategic and technical visions for Idaho Power's retail, wholesale, and sale for resale, Revenue Metering Systems are achieved.
Responsible for the management of metering data systems, metering and billing data system interrelationships, operations compliance. Responsible for benchmarking and key performance indicator development and tracking for revenue meter systems and metering technologies. Provides technical support for the Regional Operations processes related to revenue metering, rate design, and application integration including process documentation, policy communication, and process change management. Ensures processes and controls are effective to maintain compliance. Supervise direct reports including System Administrators and Metering System Specialists.
Establishes effective internal and external working relationships with vendors and customers to solve system and application problems, maintain system reliability, and make enhancements to systems and applications in support of corporate goals.

This position requires working at a desk/computer for extended periods of time. It requires the use of office equipment, fine motor skills including typing on the computer, dialing phones, filing paper, and working in close proximity to other people. This leadership position directly manages technical teams that support enterprise and non-enterprise system/application development, maintenance, upgrades, and any associated integrations. This position has budget responsibility with regards to labor and training for the staff it manages.

- Metering and Field Operations processes and technical applications
- Metering compliance requirements, system administration best practices and SOX controls
- Personal computer operation, mainframe, microcomputer operating systems and relational databases
- Systems development life cycle
- Change management and Information Technology general controls
- Business processes supported in the areas of responsibility
- Detailed knowledge of metering and operational system data structure and record requirements
- Company operations, financial, legal, and regulatory requirements to ensure that compliance methodology is executed and enforced
- Specialized knowledge of ITSM related to IT general controls, change management, release management, configuration management, etc.
- Project management skills including work breakdown structure creation, scheduling, resource planning, budgeting, and monitoring
- Excellent listening, written and oral communication skills
- Technical problem analysis and problem resolution
- Internal consulting and meeting facilitation
- Lead and motivate people in a team environment
- Prioritize work in an environment of multiple high priority projects

MINIMUM REQUIREMENTS
- Bachelor’s degree in computer information systems, business administration, finance
- An equivalent combination of education and relevant experience
- Master’s degree in information systems
- Bachelor’s degree in computer information systems or business administration
- 5 years of experience supporting enterprise-wide software systems
- 3 years of leadership experience in a team environment
- 5 years of experience supporting major business systems/applications
- 3 years of project management experience
- Valid driver's license with an acceptable driving record based on driving requirements for the position
- IT Service Management Foundations certification Specialized: Change, Configuration, PMP certification, Agile/SCRUM certification
