Protects the health, welfare and financial viability of Boise by producing a high-quality water that stays in the community. Responsible for the management of current and future recycled water activities within the City of Boise Water Renewal Services. This position works under general direction. Essential Functions Manages the work of professional, technical, and / or other staff; determines organizational structure, staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organizational goals and objectives. Plans, organizes, and manages the daily operations and maintenance activities of one or more complex, industrial public works utilities. Ensures business goals are met within all regulations and laws. Provides technical expertise and oversight for a wide range of advanced treatment technologies, disciplines, and processes. Coordinates and directs the on-site activities of multi-department and multi-agency projects and programs. Performs financial management of significant capital assets and annual budgets. Oversees and administers service contracts and lease agreements, evaluates competitive bids, and selects vendors and suppliers. Participates in long-range department and facility planning, project design, and development of goals and objectives. Reviews, interprets, and provides technical advice on engineering design, technical memorandum, and departmental correspondence. Researches emerging trends and technologies. Selects and implements new programs and processes. Plays a key role in supporting the development of recycled water distribution and management. Develops and administers operational and safety procedures, best management practices, emergency, security, and data management plans. Reviews and advises on policy administration and development. Supports department work and coordination with regulatory agencies, community stakeholders, and policy makers to advocate for recycled water program support and alignment with policies. Coordinates and provides input on community outreach initiatives, to educate and engage the public on recycled water. Facilitates, coordinates, and develops inter-agency and public relations. Responds to public inquiries and complaints. Ensures facilities are safe and accessible for public tours and educational activities. Attends irrigation district, neighborhood, and home owner association meetings. Performs other duties as assigned. Requirements Required Knowledge, Experience, And Training Bachelor's degree, coursework, or trade certification in water resource management, environmental science, utility management, or related field, and 8 years of progressively responsible experience including supervisory and administrative experience in the operation and maintenance of a large recycled water or wastewater treatment facility, or an equivalent combination of education and / or experience. Knowledge of : methods, practices, and technologies used in operating and maintaining a large, industrial recycled water or wastewater treatment facility, including advanced treatment technologies; federal, state, and local laws pertaining to environmental water quality standards and regulations; theories, principles, and methods of civil engineering as applied to the design and construction of industrial facilities; physical, chemical, biological, and technological concepts of advanced wastewater treatment; administrative principles and methods including program development and implementation; industrial hazards and safe working practices; blueprints reading and Operations and Maintenance (O&M) manuals and technical writings; and computer usage including related software. Ability to : plan, assign, direct, and coordinate the work of others; analyze complex lab and operational data and implement effective process control changes; exercise independent judgment and initiative; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor, and / or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training Bachelor's degree in environmental science, engineering, chemical or biological sciences, math, public or business administration, or a closely related field and 10 years of progressively responsible experience including 5 years of supervisory experience in the operation and maintenance of a large recycled water or wastewater treatment facility. Licensing And Other Requirements Valid state-issued driver's license. Wastewater Treatment Operator's Level IV license issued by the Idaho Bureau of Occupational Licenses (IBOL), within 6 months of appointment. Ability to obtain and comply with annual continuing education requirement for license renewal.
