Responsibilities The incumbent manages the Fire and Aviation Directorate's Fire Safety Program and provides national leadership in fire management safety and occupational health. Develops national safety and occupational health policy for the BLM wildland fire management program to protect fire management personnel from risks, personal injury, and death. Provides administrative and technical advice to the Fire and Aviation Directorate's Assistant Director, by interpreting applicability of pertinent legislation, policy, standards, and regulations. Provides safety and occupational health management leadership to the BLM state fire management programs. Analyzes accident and incident statistical data to provide information necessary for effectively prioritizing accident prevention resources. Manages implementation and coordination of the Department of the Interior's Medical Standards Program for the BLM. Develops policy for national medical standards implementation and training. Serves as the fire program liaison to the DOI Safety Management Information System (SMIS) Program Lead and System Administrator to ensure that reporting requirement elements meet fire program management needs. Coordinates the Bureau's Serious Accident Investigation Teams (SAIT). Provides direct supervision to the Critical Incident Stress Management (CISM) Program Manager, the Operational Medical Support Program Manager, and the Safety, Health, and Environmental Program Manager. Requirements Conditions of Employment Qualifications Specialized Experience : In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-14 : You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples : Experience in planning and directing programs and projects of state or national significance. Experience as a regional or nationally- recognized consultant and expert; experience in the full range of duties involved in the wildland fire program, including the planning, organizing, and conducting wildland fire program safety technical reviews and inspections, participating in complex Serious Accident Investigation, either as a primary team member or advisor, and developing wildland fire safety policy. Experience with Congressional, Departmental, and agency budget processes to advise state and national officials on program outlooks and problems. Experience in applying wildland fire safety management principles and practices at the state or national level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. LMWFA eligibility requirements; Must have been hired under competitive examining procedures to a time limited appointment with a land management agency. Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years. Must have performed at an acceptable level throughout the duration of the qualifying appointments. Must apply for a position while employed or within 2 years after separation If separated, must have been separated for reasons other than misconduct or performance. Public Land Corps (PLC) Hiring Authority PLC eligibility requirements : Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility. Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period. Permanent Change in Station (PCS) : Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Telework : The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval. Firefighter Special Retirement (Secondary Coverage) : This is a secondary / administrative fire position under the special retirement provisions of 5 U.S.C. 8336 (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
