SCADA Instrumentation Specialist at City of Caldwell in Caldwell, Idaho, United States Job Description The City of Caldwell is seeking qualified applicants for a SCADA Instrumentation SpecialistThis position maintains and installs industrial instrumentation and controls equipment at wastewater treatment, water distribution and other public works facilities.The position reports to the Public Works Deputy Director - Water. Responsibilities Utilizes PLC programming languages, HMI programming, designs and implements program modifications to enable changes to plant process control and operations while maintaining operations division objectives. Assists operations and maintenance staff with troubleshooting, repairs and installations. Uses schematics to diagnose and troubleshoot control-related issues. Responds to emergency on-call and after-hours calls. Devices integrated into PLC / HMI environment include variable frequency drives (VFD), modulating valves, level transmitters, pressure transmitters, flow meters, chlorine dosage pumps, and toxic and explosive gas meters. Installs new programs at designated locations. Creates and maintains SQL database queries to collect plant process data for EPA permit compliance reporting and for monitoring wastewater treatment plant (WWTP) and public water system (PWS) operations; creates queries and trends utilized in determining timetables for future growth; creates and updates circuit and control schematics, flow charts, process and instrumentation diagrams to maintain accurate record drawings of WWTP and PWS control systems. Researches new and developing programs that can be utilized throughout the division for process control and monitoring purposes. Assists staff in planning modifications to WWTP and PWS process control network. Coordinates with IT department regarding control systems security, hardware, access for contractors and troubleshooting network issues. For WWTP and / or PWS modifications, reviews engineering and process expansion plans to ensure consistency of integration control schemes and monitors compliance with established City standards and related documentation. Participates in control system commissioning and validation process. Provides subject matter expertise to operations personnel on proper use of various software tools for process control, data collection. Performs journeyman-level installation, calibration, troubleshooting, maintenance and repair of industrial process instruments and control devices per regulatory codes, manufacturer's specifications and site standards. Plans and coordinates maintenance activities based on assigned priority and potential impact to facility operations. Creates and maintains detailed maintenance records utilizing computerized asset management programs, ensuring compliance with local, state and federal rules, regulations and laws. Assists with the collection and recording of equipment information and development of maintenance schedules and procedures. Creates as-built documents recording changes to instrument and control system design. Reviews and researches manufacture documentation to select and order replacement parts. Reviews maintenance records, design documents and industry publications to advise and make recommendation on equipment selection and replacement schedules. Assists other skilled trades with the general operation, maintenance and repair of industrial wastewater and water equipment and facilities. Maintains a safe, clean and orderly work environment. Monitors, supervises or performs work as part of a confined space entry team. Attends and completes assigned training as required to ensure compliance with city policy, state and federal regulation and maintain professional licensing and certification. Provides training and instruction to other staff on the maintenance, operation and safety procedures of instrument and control systems. Performs other duties as assigned.
