General Position Summary :
The Idaho Supreme Court is seeking a collaborative, innovative, and engaging person to fill the role of Chief Information Officer (CIO). This position is a member of the executive leadership team in the Administrative Office of Courts and reports directly to the Deputy Administrative Director of Courts. The CIO leads technology strategies for Idaho's courts statewide, leveraging technological solutions to provide access to justice by ensuring fair processes and the timely, impartial resolution of cases. The CIO leads a team of over 50 dedicated professionals through project planning and budgeting, implementation, and management of all court technology systems. As part of a unified, statewide court system, the CIO also leads collaborative processes with other government organizations, at both the local and state level, to develop and inform long-term planning, the development and maintenance of technology infrastructure, the oversight of an integrated case management system, and the management of all technology applications essential to Supreme Court operations. Court technology systems include both cloud-based and on premises systems. The CIO is accountable for cybersecurity initiatives and the integrity of the information systems. As the Idaho courts address the transformative nature of artificial intelligence technologies (AI), the CIO will play a critical role in developing AI governance procedures and resources, as well as make recommendations to the Idaho Supreme Court regarding processes and rules to leverage unprecedented opportunities while accounting for ethical and confidentiality concerns. The ideal candidate for this position is a strong communicator who is curious about how technology can enable better court processes, enjoys teaching others about technology in plain English, and works in a collaborative way to find solutions that work for both users and policy makers.

- Participate and collaborate with court leadership at the state and local level to drive cultural change that supports the efficient and effective use of technology to address stakeholder needs while maintaining appropriate security and meeting institutional requirements;
- Research, evaluate, and develop innovative solutions to support the Idaho Supreme Court's mission to provide justice;
- Lead the development and execution of the Supreme Court's strategy to deliver ethical, high-performing technology solutions;
- Establish and maintain effective communication and relationships with justices, judges, clerks of court, and other internal stakeholders within the Idaho Supreme Court;
- Build and sustain partnerships with external entities, including state agencies, county governments, and other branches of state government, to facilitate effective information sharing and educated decision making;
- Develop and oversee the IT sourcing strategy, ensuring effective management of vendor and partner relationships at an executive level;
- Conduct readiness assessments to evaluate the organization's capacity to embrace and sustain change, as well as respond to challenges;
- Provide direction and leadership to the Information Division of a mid-sized organization, ensuring alignment with Supreme Court priorities and clarity in IT objectives;
- Develop and manage a multi-million-dollar IT operating and capital expenditure budget, ensuring investments align with strategic objectives and financial constraints;
- Oversee the procurement process for IT services, manage IT contracts, and cultivate positive vendor relationships to ensure value and accountability;
- Advocate for the necessary resources to meet IT objectives and advance the Idaho Supreme Court's strategic goals;
- Lead the design, development, and deployment of information systems and technology services, setting measurable goals, securing resources, and evaluating performance;
- Serve as the primary point of contact for state and county agencies, assisting in conflict resolution and collaborative planning efforts;
- Contribute to discussions on statewide policies, business processes, budgets, and staffing, extending influence beyond IT to support the broader court system;
- Lead or participate in policy development, special project task forces, and other committees addressing court technology and operational priorities;
- In conjunction with the executive leadership team, respond to inquiries, provide information, and address concerns from the public, stakeholders, and partner organizations;
- Represent the Idaho Supreme Court in regional and national policymaking and information-sharing organizations, such as the Idaho Technology Authority (ITA), the Court Information Technology Consortium, and vendor user groups;
- Lead technical discussions and provide guidance to the Court Technology Committee;
- Ensure the operational reliability, security, and integrity of all Idaho Supreme Court databases and automated systems;
- Oversee all information services and technology support activities for the Idaho courts, coordinating with Idaho Supreme Court leaders, committees, vendors, and consultants to ensure seamless operations;
- Collaborate with court leaders, committees, and directors to establish and enforce standards and best practices for data consistency and quality;
- Perform additional responsibilities as assigned to support the Idaho Supreme Court's mission and objectives.
