Position Title: Data and Evaluation Manager Effective Date: December 2024 Salary Grade/Range: 17 / $82,022 - $99,365 FLSA Status: Exempt - Administrative EEO Job Category: Professional General Position Summary: The Data and Evaluation Manager is responsible to lead and facilitate the research and data analytics work of the data and evaluation team. The incumbent oversees the full scope of research and data analysis including data asset development, development and management of efficient data flows for analysis, development and implementation of data quality initiatives, and project management of research and data analysis projects related to policy development, business operations, case flow management, and administration of court services, performance evaluation, and strategic planning. This position works under the general supervision of the Director of the Court Management Division.
EXAMPLE OF DUTIES
(The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)Serves as the statewide point of contact for all research and data analytic and data reporting initiatives;Develops vision and goals for the future of data reporting for the Idaho Judiciary, leading in ongoing exploration of improved practices or adoption of emergent software as needed to increase the efficiency, accuracy, and scope of data to stakeholders;Facilitates the development of data related policy such as data quality, data sharing, and data governance;Oversees the development and maintenance of all data assets developed for research, analytics, and performance metrics for program oversight and management;Facilitates the shared work and collaboration between the analytics team and Information Division in the design, building and maintenance of data warehouse infrastructure;Oversees the business intelligence strategy of the Idaho Courts aligning stakeholder data needs with interactive data dashboards;Provides leadership in business analysis of system configuration to align data entry practices with streamlined configuration to enhance data quality;Consults with a variety of stakeholders and leadership to identify and prioritize data initiatives, and negotiate project scope and deliverables;Plans, organizes, and assess capacity of the data and evaluation team;Supervises staff to include hiring, training, and evaluating personnel;Provides project management, leadership, and guidance to a team of research analysists who conduct research and analyzes data to assess budgetary, legislative, or policy proposals and to define issues, problems, or trends affecting the Idaho Courts;Provides project management, leadership, and guidance to a team of data analysists who develop custom data assets, custom SQL query code, SSRS reports, and custom Enterprise Custom Reports (ECR) for the Idaho Court’s case management system;Supports staff in the presentation of results of evaluations and other analyses to a variety of audiences within the Judiciary;Develops research methodology, procedures, and research-based tools for gathering court information and meeting data reporting needs;Oversees the development of data asset specifications and maintenance of documentation to ensure uniformity in data definitions and reporting;Consults with various staff and committees within the Judiciary on issues related to strategic planning, policy development, data collection, research and evaluation;Prioritizes and coordinates with the legal department regarding the process for responding to various court data requests from court staff, outside entities, and the public;Designs and undertakes performance measurement development, implementation, analysis, monitoring, and reporting;Develops and implements data quality procedures for data collected in the Judiciary’s case management systems and validates statistical reports produced from those systems;Cultivates relationships with external agencies and organizations and collaborates on multi-agency, system-level analyses and needs assessments;Manages budget cost centers associated with the Data & Evaluation Department’s professional development and travel;Completes other duties as assigned
SUPPLEMENTAL INFORMATION
Knowledge of research methods, research design, and principles of statistics;Knowledge of and experience with the following software: Word, PowerPoint, Excel;Knowledge of using statistical software;Knowledge of how to write custom SQL queries;Knowledge of business intelligence tools such as Power BI or Tableau;Knowledge of and experience with a variety of research methodologies such as survey research, focus groups, interviewing, quantitative and qualitative analysis;Knowledge of research ethics, policies related to human subject research, and confidentiality and security issues related to data sharing;Knowledge of supervisory practices and procedures;Knowledge of performance measurement preferred;Knowledge of the court system and caseflow management preferred;Skill in presenting research and evaluation results to a variety of audiences;Ability to establish and maintain effective working relationships with judges and court staff;Ability to prepare analytical (research) reports or materials;Ability to work effectively with multiple committees;Ability to express ideas and communicate suggestions and recommendations clearly and concisely, both verbally and in writing;Ability to prioritize work;Ability to supervise staff.The Idaho Judiciary is an equal opportunity employer.
